KNUT Secretary General POURS COLD WATER on Education CS Matiang’i, Too Many KCSE Ds and Es is NOT SUCCESS

SWilson Sosioni,Secretary General KNUT

*MATIANG’I RESULTS SHOULD CAUSE WORRY, NOT CELEBRATIONS*

Kenyans are all praise for the KCSE results released yesterday, but what are we celebrating really? That the As are few or that results have been released early? An exam that sees nearly three quarters of the candidates failing. How many Ds, Es were those? I earn from policy and governance consulting and research which simply requires that I identify the policy failures and problems and propose solutions within limited resources and time constraints with the original policy goals as the reference point.

Based on that background, and comparatively with other countries like Ghana where more than 60 percent of candidates pass exams with at least C-, the National examination system has failed our children and our nation.

I am not going to join this celebration. It’s the national exam system that fuels cheating and corruption. The cabinet secretart Dr Fred Matiangi has dealt a blow to the cheating and for this I thank him and Prof. George Magoha. But these results have revealed to us that our education system is broken and needs a very good look and overhaul.

The discussion must go beyond years 8-4-4, 6-3-3-3..etc. it must be radical and all rounded. Education researchers, counseling psychologists, planners, economists, child development experts etc all must come to the table, afresh and urgently.

I demand for an examination system where the final exams accounts for only 40 percent and Form 3 and 4 term 1 and 2 including other activities such as debating, sports, drama, etc account for 60 percent. At least 15 percent of the final grading should be about if one was honest, community oriented, was active in sports, had special abilities in something etc. That way you hardly will get someone with an E. No learner gets E after 4 years of attending class. That is a fraudulent system right there.

In countries in Northern Europe that are learner centered, not exam centered, nearly 90 percent of learners pass exams because they have been understood for what they are best at and are helped to become something in that area.

I already made this submission to the honorable CS and the ministry but as you know our education system only prepares people to serve and work for those who already own and control the means of production and power. It’s not for liberating a nation. My fellow Kenyans, you really should know that exams especially KCPE is the largest source of IDPs in our nation and this should no longer be acceptable.

Amani leader Musalia Mudavadi has been named the Luhya community spokesperson.

Cotu secretary general Francis Atwoli named Mudavadi the spokesperson at a rally at the Bukhungu stadium, Kakamega county on Saturday.

“I am asking Musalia to sit down with the other leaders to lay issues bare and resolve the tension,” the secretary general said.

Amid cheers, the smiling Mudavadi was asked to sit down as he was being crowned the “Luhya spokesman” by the elders.

“Mudavadi wetu, Mudavadi wetu” Songs were played in praises of Mudavadi as people clapped and cheered.

Lugari MP Ayub Suvalu and Oparanya are among leaders who graced the occasion. Wetang’ula and former Lugari MP Cyrus Jirongo did not grace the event.

The event follows a survey conducted by the University of Nairobi Economic Department to identify the strongest and most popular leader in the region sponsored by Atwoli.

The research was done between July and October 2016. 2,600 respondents were interviewed.

The Bukhungu declaration will shape the political landscape against ODM and Jubilee believed to make inroads within the region through a divide and rule scheme.

The spokesperson will start campaigns to solidify the region ahead of the August 8 polls.

HERE is an AMAZING ”THANK YOU NOTE” to CORD Leader Raila Odinga

THANK YOU RAILA ODINGA !
By Jackson O
The Pythagorean Strategist decided to retire from political prose after America’s Decision 2016. But , upon reflecting on Kenya’s political architecture, I decided to cap 2016 with a thank you note to the indefatigable Raila Odinga.

How could I not weigh-in? We are talking about a government that gave a clinic on how not to govern! From sticking it to Innocent school pupils, to giving the f-word imagery to the republic’s noble teachers and the able doctors, to the tireless physician assistant, the Pythagorean had enough!

In all these, one man’s endeavors stood tall! Only Raila Odinga stood on behalf of and fought for our nation’s finest servants! When the poobahs bragged about eating meat while our nation’s finest reached out for leftovers and wastes, only one man looked out for the common man.

When the fat cats shamelessly emptied the nation’s coffers, only one man had the chutzpah to call them out! From the colossal Eurobond expose’ to the NYS heist, the enigma had their number and for his efforts, the citizenry got the facts! The upshot was a political blame-game for the ages and a moral victory for wanjiku!

On a personal level, the sherpas parlayed a scheme to humiliate the enigma by reducing him to a mortal plying civilian airways but their naivete shone more when the enigma, clearly in his element, relished the chance to hobnob with wanjiku! VIP lounges are plush to the typical political liliputian with zero international gravitas. The enigma, a renowned world political svengali, was in his element! Mingling with his base was a welcome ‘penalty’ and the poobahs were left scratching their heads!

In their vintage myopic thinking, they denied the enigma his monetary compensation and thought that by taking the coin away, the mighty political aficionado will collapse! Please! The main man, a consummate business magnate, waltzed past the mythical hurdle like a runway model!

His estate, a booming energy venture is turning in stratospheric figures in profits while the mount Kenya caliphate is busy stifling Kenyans by way of armtwisting and political guillotine.

The politicos of yore, who were once rubberstamped as pliable poodles are trooping back to the enigma in droves as the nonplussed duo is busy invoking political mutiny in a bid to harangue them back to the fold.

How could they?

Yes they did!

They called him a ‘raia’ and fed the ever clueless peanut gallery the same sobriquet but forgot the most fundamental political truism : hunger is non-partisan! Hate and plastic fury works in a world where folks are well fed and can go about their business without a fuss! Not in the modern day Kenya where most folks go to bed hungry while their President brags about “Kula nyama na wengine wanameza mate.”

But the most important reason why I am thankful is that the honorable Prime Minster Raila Odinga did something that no other person in Kenya would have done: he made the clueless Jubilee government forget their vaunted manifesto!

The clueless duo rode to the top on a so called “digital platform”, they derisively referred to CORD as the “analogue” crew and their less quixotic base bought the jab hook, line and sinker! Who knew that such a regime would be the loudest voices bemoaning a digital way of vote-counting in 2017 and shamelessly fight, to an extent of making a mockery of the bicameral legislative system by forcing a manual vote-tabulation system?

In the parlance of the son of Jaramogi Adonija Obadiah Ajuma Odinga, “it takes an engineer to understand these things..”

Things can really change! But to the lettered students of American lyrical literati Mark Twain, we remember his timeless words: ” If you tell the truth one time, you don’t have to remember anything.”

Thank You Enigma and the Pythagorean disappears to retirement!

Happy New Year!

REVEALED: The Opposition Super Alliance TOP Leadership Agrees on The FLAG BEARER and Power Sharing, Here is the LINE UP

Consensus emerging in CORD Leadership for 2017 General elections
Via Ndungu Wainaina
According to highly reliable source within the alternative governing coalition, Coalition for Reforms and Democracy (CORD), a significant consensus has been achieved in agreeing the Presidential candidature for the 2017 Kenya General Elections.

The reinvigorated coalition, whose bedrock is social democratic policy and bringing together a group of strategic leaders across all contours of Kenya, will be formed to ensure economic and social stability, security and national cohesion. Constitution of Kenya 2010 and Devolution will be its core driving force.

The positive co-operation of the different parties and individuals and a foundation has been laid to enable the country to shift from retreat and retrogression to advance in most areas of endeavour to Kenyans, despite the exceptionally difficult circumstances, which prevail in four years of corrupt, intolerant and exclusionist Jubilee regime.

The Coalition priorities values of equality, social justice, solidarity, sustainable development, gender equality, and democratic security where collective interests of Kenyans and country take precedence over particular personal interests. Foremost among its tasks is to deepening devolved system of governance as core pillar of creating wealth and quality jobs for the millions of young people who were conned by Jubilee Government.

To further support building inclusive economy from every sector and corner of the country, the Coalition will strengthen local small businesses and manufacturing in counties.

It will make every effort to foster an open and creative environment for every Kenyan, and friends of Kenya who we share mutual interest, to prosper and ensure sharing of our wealth while taking cognizance of protecting tomorrow generation future. Negotiators have resolved to abandon the constitutional amendment path and seek to work with the existing constitution governance structure. Further to ensure equity and inclusion in government, the consensus agreement will guarantee that every face and diversity of the Kenya is represented including paying special attention to the generational equity and gender consideration.

The emerging consensus which is yet to be finalized shows the flowing

Either Coastal or Maa

4. Majority Leader, National Assembly- Hon. Farah Maalim. This is very strategic political position. Hon. Farah represents wide range of interests especially for Muslim, marginalized and safeguarding the independence and authority of the National assembly. His past experience was considered. He will come through Wiper Party.

5. Speaker, Senate- Mt. Kenya region/Kalenjin. This is crucial position considering that central role Senate is playing in strengthening devolution.

6. Senate Majority- Hon Gideon Moi. His recent Bill local Content and historical position of the Kalenjin to defend interests of minority, devolution and land interests

7. Nairobi Governor,- Hon Musalia Mudavadi. Nairobi is basically the economic and [political hub of Kenya and the region. Hon. Musalia midwife devolution as the last Minister for Local Government. This position gives him a remarkable political influence and almost third most powerful political figure in the country.

8. Senator Moses Wetangula. He is proposed to run for the Bungoma Governorship which is considered to be one of the key Counties in the Country. This will give him chance to rebuild and reorganize his presidential bid for 2022.

9 . Mombasa Governor- Hon. Hassan Joho. He represents strategic County and has national influence and constituency especially young people.

10. Bomet Governor Isaaac Rutto
and host of Governors are part of the broad based government that CORD intends to form. Also CORD is set to tap key people in crucial cabinet positions. According to the consensus, cabinet slots will reflect diversity of Kenya and people of impeccable intellectual, integrity and political acumen

Note: Gender representation still remains on table

Governor Kidero MUST DESIST from SUBVERTING Free and Fair ODM Party Nominations

By Owino Obiero

The idea of struggling governor using his associates to forcibly herd aspiring MPs and MCAs into his camp to support his moribund ambition to re-elected governor is delusional, far-fetched and a downright act of sabotage.

If Evans Kidero believes he has fulfilled his gubernatorial mandate so far; then a re-election should not be a problem in our view.

If Evans Kidero believes he has come of age politically and he can challenge Raila Odinga for ODM mantle, we dare him do it openly.

What we disagree with is his persistent and quite misguided attempt to control the direction of ODM campaigns. Kidero has unleashed a secret a plan to impose preferred candidates in select constituencies and ward assemblies in Nairobi.

Surprisingly, the candidates are from both sides of the political divide which exposes his double dealings with Jubilee.

This is someone who tried and failed to sponsor a rival political party in Nyanza. This is someone who has done absolutely nothing positive for his sponsoring party. This is someone who routinely hosts our bitter political rivals in his house and office. This is someone who is regularly and violently chased away by irate members of public. Worst of all, he undermines our party and it’s leadership by attempting to establish a parallel system.

Then today he is using his extortionist gangs to send threatening messages to aspirants in Nairobi county that they must “talk to him” if they wish to be elected. That they must sell him as part of their campaign. A sinking titanic ship living a cruel utopian dream and expecting to be supported by party members his government never assisted in any way.

Martin Ogindo who chairs Kidero’s infamous kitchen cabinet and officially acts as his economic planning, finance and strategy advisor has launched the Green Congress Party where he is Party Leader. Although Ogindo claims he intends to run for office using GCP ticket in ODM stronghold of Homa Bay, only fools cannot see that GCP is Kidero’s plan B in the next general elections especially since the ODM ticket and Raila’s endorsement remains agonisingly unbankable for the embattled governor.

What should bother Kenyans and especially ODM supporters here is that Kidero’s misguided political manoeuvres in Nairobi will negatively impact party primaries and invariably affect the presidential election. He must be stopped forthwith.

Governor Joho TELLS Uhuru to STOP HYPOCRISY of Supporting Mannual Voting Yet CS Matiang’i has SUCCEEDED to reform Exams via Technology

JUBILEE IS INSINCERE IN TAKING US BACK TO MANUAL VOTING – PRESIDENT MUST REJECT AMENDMENTS TO ELECTION LAWS

The Cabinet Secretary for Education Mr Fred Matiang’i yesterday officially published the results of the 2016 KCSE examination. This move proved historic because for the first time since the inception of the 8-4-4 mode of education, KCSE results have been published in the same year as the exams were done.

A comparison with the exercise last year will allow Kenyans to contextualize this development. The 2015 KCSE results were published in March of this year; after a period of four months while this year’s results came out within a month.

Mr Matiang’i made it clear that the reason for this undeniable progress was the use of technology in the rapid transmission of examination results. The Education Chief went further to quote the President saying that, “His Excellency now insists that these new measures become the norm because they curb cheating.”

I want to offer my support for this position on the obvious benefits of technology in our public affairs. The President now seems aware of what many already know to be the reality – that results (whether examination or electoral) left in the field too long are subject to tinkering and manipulation.

The question that therefore lingers in every Kenyan’s mind is why the double standards? Why is the “Digital” Jubilee Administration pushing for reversion to manual voting even when they themselves admit that technology has been revolutionary in curbing cheating? Is it that they intend to benefit from cheating in the 2017 General Elections? We in ODM/CORD are confident of victory – this is why we are pushing for an open and transparent process devoid of loopholes through which “ghost” voters can be introduced.

I join the religious community, civil society and other political actors in urging the President to set the minds of Kenyans at ease on his willingness to accept the inevitable outcome of the 2017 General Election. He must reject the bad advice of those around him seeking to serve their narrow and selfish ends and remain true to the spirit of the negotiated settlement. The President must reject the amendments to the Election Laws that will only take our democracy backwards.

H. E HASSAN ALI JOHO,

DEPUTY PARTY LEADER,

ORANGE DEMOCRATIC MOVEMENT,

MOMBASA.

HERE are KEY DEEP THOUGHTS on The 2016 KCSE Results ANNOUNCED by CS Matiang’i

Several more thoughts après the release of KCSE results:
Via Wallace Kantai FB
What Dr. Matiang’i and Prof. Magoha have done is the equivalent of getting the car into the garage and giving it a deep, thorough clean. They haven’t even started working on the engine and other mechanical bits yet. This is because of several reasons:

We as Kenyans have never decided what we want out of our education system, at all levels. Is our education system a jobs-training programme? A marker of status (which is why we try and get our children into schools with a big ‘name’)? A child-minding complex (witness the howls when parents were told they would have to spend a few weeks with their children)?

We’re stupidly obsessed with numbers. i.e. are we shifting from 8-4-4 to 7-6-3? To 4-4-3-3? Are we talking football formations or education? These numbers are meaningless without a conversation on what the education is supposed to deliver. It could be a case of a 30-year Moi hangover, but education reform is not about numbers.

Because we have never decided who we are as a nation, the content of education has never been at the core of the national discussion (except in 1984-85). What is our story as a country, that we can then pass on to new generations? How did Kenya arrive in the shape that it is in? (You can see my bias as a history buff). Dr. Matiang’i almost re-started the conversation with the requirement that all students in Kenya must study Kenyan history, but that conversation was more-or-less stillborn because we decided to spend our intellectual bandwidth on political questions and our obsession with foreign sports.

The university system in Kenya is broken. There is negligible research being conducted on the issues that matter to us as a nation. Agriculture research? Moribund. Health research? In terminal decline. Kenya is already one of the worst-affected countries by climate change, affecting everything from disease prevalence, to food security, to inter-ethnic conflict. Where is the Kenyan academy in that discussion – from the science, to mitigation mechanisms, to anthropology? What world-altering legal thought has come from the Kenyan academy? Where are our political scientists as we contest the Kenyan political space and seek to create a better country? Where are our sports scientists to help our athletes, or rugby players, get better at their craft? (Why isn’t there a world-class Institute of Sports Science based at Iten, with a generous helping of public and private funding?)

Even in the things we boast of, we’re guilty of tinkering at the edges; playing at the tertiary level when others have developed the primary platforms and made all the money. We claim to be the Silicon Savannah, yet what we have is not computer scientists – it is app developers. Which Kenyan is studying what undergirds the architecture of the Internet, and helping to redesign it? Where are they doing it?

I know I’m guilty of painting with a broad brush, and that there are exceptions – Dr. George Njenga at SBS, Dr. Kamau Gachigi at Gearbox’s Fab Lab, Dr. Isaac Rutenberg at SLS and Dr. Caroline Mose (Carrie Em) are a few who I know will quibble with some of what I’m saying, but the wider picture remains. Fixing the education system in Kenya will take more than a year of efficiency in the administration of exams, and will demand that we put deep thought into who we want to be as a nation, and how we will get there.

CS Matiang’i and KNEC Boss Prof Magoha JUST SUCCEEDED in EXPOSING the FRAUD that is Education Sector

By Michael Okoth
One can as well argue that for almost a decade now,our Education system has mostly been churning out thousands of academic fraudsters, intellectual zombies and fake professionals who stream out of our universities annually to join the fast expanding joblessness sector. We should actually create a ministry for joblessness and transfer Dr.Matian’gi there to see how well he can perform there as well.

It’s no surprise therefore that you come across graduates who can barely sustain a 4-minute conversation in unadulterated English, leave alone engaging in a serious intellectual discourse. Some can’t even do a formal letter,be it for application of the nonexistent jobs they desperately seek or otherwise.

Right from the Private Primary Schools to the elite “big” and “excellent-performing” Secondary Schools to the congested and money-minded Public and Private Universities with their mushrooming satellite campuses eager to absorb the thousands of “bright” Secondary school ‘graduates’,our education sector is a total rot where money is now used to pursue good marks, great grades and degree certificates as opposed to pursuance of knowledge and skills.

When I did my K.C.S.E about a decade back at the prestigious Hono Secondary School in the bushy villages of North Alego, grade ‘A’ still had its value intact and getting it took sweat and blood, not just the school as it had become before Dr.Matian’gi happened around. It was very rare those days to get even 200As in the whole country, not like these days where a single school posts almost 300As without even breaking a sweat.

I don’t mean to brag but when I did my K.C.P.E at Uyoma Primary School back in early 2000,I was selected to join one of those big Schools(name withheld) whose name has been appearing a lot on the front pages of the newspapers immediately the K.C.S.E results are released, save for this year.It took biting poverty back home to save me from four years of outright academic drilling and subsequent fraud since I could not afford the colossal fees they were demanding from my poor mother back then.I ended up at Hono – a local day school where a few cows could be sold to see me through secondary school education.

At Hono,it was pure academic hustling;A mixed Day and Boarding Secondary School over 5km away from my village and largely populated by students from poor backgrounds,a poorly paid but misused, demoralized and frustrated subordinate staffs, demoralized and insufficient teaching staff,a capitalist head teacher(he always insisted to be called a principal)specialized in primitive accumulation of school resources for personal economic advancement and who could barely allow us peace of mind even with a fee balance of just 200/=,a dilapidated infrastructure with no power,no school bus, a ragged lab that most if not all of us used only thrice in our four years at the school- during the Physics/Chemistry/Biology introductions in Form One when we were being shown the rusty beakers, burettes, vernier callipers etc etc, during the District Mock practical exams in Form Four and the final (K.C.S.E) practical exams, and a funny looking library stocked with old books used in the 1930s to 1970s,Hono was the epitome of real struggle for academic empowerment.Hono was among those schools where you could sit for your final K.C.S.E without even clearing the Form Three syllabus, unless if you went the extra mile and did it on your own .In a nutshell,it was survival for the fittest at Hono, and for those who successfully survived,we can comfortably survive anywhere and everywhere, literally.

Now compare Hono to the so called “big” schools which have everything;uninterrupted power supply, executive school buses for endless education trips and exchange programs, highly motivated staffs,3 to 4 teachers complementarily handling one particular subject interchangeably, full syllabus coverage by Form Two or early Form Three with at least a full year of exam revision, same teachers going to set exams and even coming to revise the same with the students, fully equipped library and laboratory with unfettered access etc etc. yet they still afford the temerity to collude with some corrupt cartels at KNEC to cheat in exams?

Dr.Matian’gi has given hope to all those who never got the chance to be in those “big” schools to score “straight As ” that the ground can actually be levelled, and that going forward,we shall all be ranked on genuine scores and not on some cooked, fake grades whose owners cannot account for.Going forward, a ‘B’ from Hono a ‘B’ from Alliance, Man’gu,Starehe, Maranda,Chavakali and Moi Kabarak must be weighed equally and their owners rewarded equitably in the rare opportunities that accrue due to academic hustling.

Machakos Governor Alfred Mutua Ends Year with BIG BEEF, DEMOLISHES Mike Sonko’s Family Home Sign Post

Disbelief as Machakos Governor Dr. Alfred Mutua demolishes Senator Sonko’s family farm homes signboard.

The controversial and embattled Machakos Governor Dr. Alfred Mutua is always hitting the headlines for the wrong reasons. The Governor on Wednesday night sent his county askaris to bring down the Sonko family farm homes signboard along Mombasa Road for unknown reasons.

The signboard which shows direction to Nairobi Senator Mike Sonko’s palatial homes in Mua Hills, Machakos County has been there for the last 3 years. Sonko has two palatial homes and several acres of land on the Mua Hills road which the Nairobi senator wanted to lobby the County Assembly members to rename the Mua Road and a near by primary school in honour of his late Dad.

The school is where his Late Dad’s burial mass was conducted and attended by President Uhuru Kenyatta. It is also said Governor Mutua who is not in good terms with his own biological mother and who is also fighting mutiple corruption allegations sent his hooligans in the wee hours of the morning to bring down the signboard.

According to area residents, the hooligans who were driving in a Machakos County Government vehicle brought down Sonko’s family farm home signboard over claims that the flamboyant Nairobi Senator likes coming to his homes frequently and at times invites both the Nairobi and Machackos MCA’s for meetings whose agenda remains unknown. It is also alleged Sonko has been so generous to his neighbors to the extent of sinking two boreholes and allows his neighbors to access both homes to fetch free water.

A resident who is a senior teacher in one of the schools in Mua who didn’t to want be named claimed that Sonko did free wiring and electricity installation and connection to his neighbors who could not afford to meet the cost of connection and installation to their houses. Sonko has also been donating foodstuff, clothes and supporting all the schools, children’s homes and churches in the neighborhood including the AIC and ACK Mua, something Mutua is not happy about at all. It’s now a wait and see situation on whether Sonko will use his political influence to punish Mutua as we approach the 2017 elections.

The Effect of WHAT CS Matiang’i has done in Education to be Felt Soon, More Failures than Success….

By Werah Mourice
WHAT OTHERS SAY ABOUT KENYA’S RE-BIRTH OF OUR EDUCATION SYSTEM
Now that the Government will absorb all the 88,000 students whom scored a C+ plus and above…N.B ALL OF THEM( The current government university capacity is 96,500)

And as you remember the 2008 education Reforms states that the MINIMUM University enrollment is a C+….in all courses….THAT IS THE RULE.

Universities are now crying foul after today results….

1. Parallel Degree Programs will now cease to exist and will close…because no C+ student is left out there to join as self sponsored.( no more money making business with our kids)

2. All Private Universities will have no one to admit for a degree because the government has catered for all of them…(you can only admit a C+ and above for any degree)

WHAT MATIANG’I HAS DONE TO KENYA TODAY

By 2025 there will no longer be flooding of degrees….and more graduates than job market.

By 2025 a degree will have regained its RESPECT and accolade as in the 1990’s

By 2025 a Diploma will be a significant paper to possess in this country…

By 2025 Graduates will be getting jobs posting before they complete their university courses…

By 2025 Professionals will be true and quality professionals…

Doctors will be quality doctors…treating cancer and doing Kidney transplants…

Teachers will be quality teachers….producing intelligent and academic sound students…

Engineers will be quality engineers whom will build roads and the Chinese will no longer get local tenders….

All this because a cure for our ill education system has been found.

BUT Lawrence Magwere THINKS OTHERWISE:

The Matiangi education is producing wastes. Brace yourselves for more thugs, highjackers, street prostitutes, grave diggers and many more profane jobs. Matiangi has wasted over 200 000 lives by giving them grade D and below.

There cannot be pride in an education system producing more failures than successes. Were these 2016 candidates paying for the sins of their predecessors, corrupt KNEC officials, lazy teachers and shrewd principals?

This is a scam and Matiangi must go. If he did not want many As, who told him that Kenyans want many Es? Talking of doctoring results, it is Matiangi Dr who has beaten them all in the act.

BREAKING: Uhuru NOMINATES DP Ruto ‘close associate’ Wafula Chebukati to be IEBC Chairman

President Uhuru Kenyatta has presented the nominees to head the Independent Electoral and Boundaries Commission (IEBC) to Parliament for approval.

If Parliament approves of the candidates, Mr Wafula Chebukati will become the chairman.

Other members are Ms Consolata Nkatha Bucha, Mr Boya Molu, Dr Roselyn K Akombe, Ambassador Paul Kurgat, Ms Margaret Wanjala Mwachanya and Prof Abdi Guliye.

The Selection Panel chaired by Ms Bernadette Musundi had last Thursday presented the final shortlist, which included 11 candidates.

The change of guard at the polls body was precipitated by the Opposition, led by the Coalition for Reforms and Democracy (Cord), which said the commissioners were incapable of properly managing the forthcoming General Election.

As a result, protests were carried out nationwide leading to the removal of Issack Hassan and his team.

Religious leaders have said that hate mongers and those who have been involved in corruption should not be on the ballot in the 2017 elections.

CS Matiang’i SHOCKS Country, ONLY 141 of the 89000 KCSE Candidates SCORED A, #Matiang’iHAPENDANGIUJINGA

Only 88,929 students scored between A and C+ (plus) in the 2016 KCSE examination, Education CS Fred Matiang’i said on Thursday.

“All candidates who scored between grade A and C+ will be absorbed in universities,” he said during the release of the results at Shimo la Tewa High School in Mombasa.

Matiang’i said 141 candidates scored As, 4,645 candidates scored A- and 10,975 scored B+ (plus).

“This is a true reflection of candidates’ result, without manipulation and massaging of the results,” the Cabinet Secretary said.

Matiang’i said that the top 20 candidates consisted of 16 girls and 4 boys. The CS said that no results have been cancelled.

“There was no cheating in this examination. All candidates will receive their results which are a reflection of their effort,” he said.

He said there are schools that registered 196 As in 2015 but noted that they could not produce as little as 15 this year.

“However, two schools have been consistent in the number of candidates who got grade A…that is Alliance Girls High School and Kenya High,” he said.

Candidates have been advised to get the results by sending their index number to SMS code 22252.

Matiang’i was accompanied by education officials during the release of the results for the 577,253 candidates who wrote KCSE this year.

KCSE was administered from November 7 to 30, 2016 in 9,158 centers across the country.

Earlier this month, Matiang’i had asked all parties involved in the 2016 KCSE to complete the job before Christmas celebrations.

The CS, during the launch of form one selection at the Kenya Institute of Curriculum Development, urged the examiners to work round the clock to ensure the exams are released within schedule.

”Raila to WIN by 60% Against Uhuru’s 40% of Presidential Vote”- Lawyer Ahmednasir Abdullahi says

Cord leader Raila Odinga beat President Uhuru Kenyatta in a twitter opinion poll sanctioned by lawyer Ahmednasir Abdullahi on Tuesday.

In the poll, 60 per cent of the lawyer’s followers who voted said they will back Raila if election for presidency were held today.

At least 40 per cent of the ‘voters’, who the Star cannot independently verify, said they will back Uhuru for a second term.

“Polls closed. A total 7,012 voters cast their votes. Uhuru 40%…Raila 60%,” Ahmednasir said, “This is a scientific polling…don’t worry…no rigging here…”

Senators, journalists, politicians are among those who took part in the poll which stirred heated debate on the lawyer’s timeline.

“@ahmednasirlaw current results makes one wonder about the recent released opinion poll on the same?,” Esther Passaris, Nairobi businesswoman, said.

“Tired argument. Do your research better,” former Gatanga MP Peter Kenneth is a Uhuru/Uthamaki supporter said.

Journalist James Smart said: “@ahmednasirlaw your poll is more reliable than Ipsos,”

In a quick rejoinder Ahmednasir said: “@jamessmat …and I can confess that 65 to 70% of my Kenyan twitter followers identify themselves as ‘Jubilee’…”

The opinion poll was heavily endorsed by users, with many saying it reflects the situation ahead of the 2017 general election.

Khaemba Peter ‏said: “Retweeting doesn’t interfere with the results. It only widens the sample space which makes it more reliable,”

“@ahmednasirlaw @IpsosKe Now this is Real Opinion Polls. All people represented. A true reflection of the desire and will of Kenyan people,”a user identified as Justus ‏said.

Hon Cyrus Jirongo DROPS BOMBSHELL on WHY Uhuru Will be DEFEATED by Raila in 2017- A Must read!

CYRUS JIRONGO:

“Do you want to tell me that the combined votes of Kikuyus and some Kalenjins can make Uhuru president?” asked Hon Jirongo.

“That’s a lie from the devil. They stole over two million votes through this thing they are now forcing down our throats…it wont work this time round. Kenyans who voted for Mudavadi plus Nyanza block, Western block, Turkana, Maasai, Coast block and the muslims/Somali community…And i’m told that MERU is fifty fifty, that leaves Uhuru with only Central and sections of Rift Valley, rest of Kenya is SOLDLY BEHIND Raila.

Remember also that a good number of the Kipsigis are with Isaack. There are so many enlightened Kenyans whether Kikuyu or Kalenjins who are disgruntled by the run away corruption and assassinations. Those informed fellows who would rather restore the dignity of this nation than watch it sink down because of “uthamaki” rubish!

..Ruto’s arrogance and blatant theft has chased so many votes from Uhuru. Duale’s loose tongue is doing opposition more favour than Jubilee.

Now tell me, in your right state of mind, how on earth do you think that Uhuru will be able to defeat Raila in a free and fair contest?”

Bomet Residents ROUGH UP Union Officials who Travelled from Nairobi to INCITE Doctors in Longisa Hospital

KMPDU NATIONAL OFFICIALS WHO ATTEMPTED TO DISRUPT OPERATIONS AT LONGISA COUNTY REFERRAL HOSPITAL ROUGHED UP BY MEMBERS OF PUBLIC.

Efforts by the national officials of Kenya Medical Pharmarcists and Dentists Union (KMPDU) to disrupt operations at Longisa County Referral Hospital in Bomet County were met with hostility today after members of the public thwarted their move and forcefully ejected them from the hospital.

The officials who were led by the union Secretary General Dr Ouma Oluga were roughed up by irate members of the public who accused them of plotting to paralyse operations at the busy referral hospital that has received an upsurge of patients from neighbouring counties.

The officials who were trying to mobilize doctors and nurses to join their colleagues in other counties in the on-going nationwide doctors strike had to cut short their move as members of the public who got wind of their intention stormed the health facility and descended on them with blows and kicks and ejected them from the hospital.

The officials who included KMPDU chairman Dr Samuel Oroko had to flee for their lives and jumped into their vehicles and sped towards Bomet town before seeking refuge at Fair Hills hotel, a few kilometres from Bomet town where they held a briefly held a meeting.

According to Bomet County Medical Services Chief Officer Dr Bernard Sowek, the officials then plotted to storm Sachoran health centre and Bomet Health centre but their ill intention was short lived as members of Public stormed the hotel and forcefully ejected them out.

Governor Ruto who had gone to the hotel to meet Narok Senator Stephen Ntutu attempted to intervene from rescuing the medics but the irate mop defied his plea and went ahead to forcefully roughed up the medics and ejected them.

“We got information that the three national KMPDU officials were planning to storm the offices of Bomet County medical services department to forcefully disrupt services, reasons being our health care workers ignored their notice of participating in the nationwide strike, ” Dr Sowek said.

Claims that Gov Ruto drew a pistol is misplaced. He does not own a gun as he enjoy protection of his bodyguards.

Members of the public ordered the officials to leave Bomet County and forced them in to their vehicle and escorted them upto Bomet-Narok County boundary and warned them not to set foot again in Bomet County.

Dr Sowek rubbished claims by Dr Oluga that he was insulted by Bomet Governor Isaac Ruto.

“This is a fallacy by KMPDU secretary general who is seeking public sympathy. His claims are far-fetched and unfounded. He simply want to taint the name of our Governor,” the CO added.

Dr Sowek said the department of Bomet medical services has received a lot of requests and short messages from their colleagues from other Counties requesting for a visit to Bomet County and Longisa County Referral Hospital for bench marking.

The union officials were not happy with the positive move taken by Bomet Governor by convincing medical health care workers in the county not to go on strike.

Last week, union representatives of health care workers in Bomet County signed a salary increment agreement with the County Administration that effected their salary pay rise beginning January 2017.

The interest of national union officials is the doctors union dues. They are hoping to get 300% increase in union dues as a result of implementation of the CBA.

The union officials were expunged from various county payrolls after it emerged that they were ghost workers while drawing salaries from the taxpayers funds.

MEANING of CONSOCIATIONAL DEMOCRACY a term DROPED by Prof Nyong’o, got Senators CONFUSED kidogo

“Consociationalism”

Consociationalism is a form of democracy which seeks to regulate and stabilize a society comprised of diverse groups. In recent years, it has become a major demand of Israeli Arabs.

Definition

Consociationalism is a form of democracy which seeks to regulate the sharing of power in a state that comprises diverse societies (distinct ethnic, religious, political, national or linguistic groups), by allocating these groups collective rights. The executive-power sharing is mainly characterized by proportional representation, veto rights and segmental autonomy for minority groups.

In recent years, it has become a major demand of Israeli Arabs.

Background

Consociationalism stands in contrast to the concept of ‘majoritarian democracy.’1 Majoritarian systems call for the integration of minority groups and the distribution of individual rights solely. However, the consociationalist approach consists in accommodating minorities, by granting them collective rights.

There are four characteristics of Consociationalism:2

Executive power-sharing – forming a ‘grand coalition’ with leaders representing all significant segments of society. The institutional expression of the ‘grand coalition’ is a multi-party cabinet.3

Mutual Veto – giving groups within a state the right to veto the government’s decision-making. It will thus be necessary to reach mutual agreement among all parties in the executive.4

Proportional Representation – enabling groups to be a part of the state’s decision-making and to have their voice heard in the highest instances of policy-making.

Segmental Autonomy – giving minority groups the possibility for self-rule within the boundaries of the state.

Rather than having a particular structure, Consociationalism could take different forms in different places,5 and the division of power between the central government and the autonomous political units varies.

EMBARRASSING: Jubilee Senators TURN the HEAT on Uhuru for Deploying Police into Parliament

1. “Moi ruled for 24 years, Kibaki 10 years without barricades. So who is this other thing who brings police in Parliament?” ~ Senator Prof John Lanyangapuo

2. “The fool that instructed the police to barricade Parliament must be put to shame and condemned.” – Senator Prof. Kindiki Kithure

3. “I have been denied access to this house…police dogs have barked at me…we have anti-riot police and all roads have been barricaded,” Khalwale said.

5. “I stand with a heavy heart. I left my house at 5pm and travelled through the night only to get here and be blocked. These is ridiculous and unacceptable,” – Senator George Khaniri

6. “We come here and it looks like we are a state of conflict…this is not the way we conduct business we want to speak without fear” Senator Minority Leader Moses Wetangula

7. “We were not allowed to come with our cars…we want a clarification whether the executive has taken over,” Senator Janet Ongera

8. “I share the concerns of members but under the police act it is the duty of police to protect Kenyans and their property.. it is their duty to ensure senators access parliament,….they also have a duty to clear the roads for us and text time Mr Speaker you call for a special sitting, the business should be urgent and exceptional,” Meru Senator Kiraitu Murungi added.

BREAKING : SENATE SPEAKER Ekwe Ethuro EMBARRASES Uhuru Mt Kenya Mafia, THROWS POLICE out of Parliament Buildings

Senate speaker Ekwe Ethuro on Wednesday ordered police officers deployed to parliament to withdraw from the precincts ahead of the debate on amendments to election law.

This was after senators, both from Cord and Jubilee, complained over the presence of police around parliament buildings, saying it was in breach of parliamentary privileges.

Making the ruling, the speaker said: “The police were not brought to create fear in the way we carry out duties in the parliament,”

“I am going to direct the police and tell them we do not need them…we don’t need them, they are not welcomed here,” Ethuro said.

Ethuro said he would expect the police to facilitate access to the building rather than deny members rights to freely get into the August House.

“There was no cause for me to call for police action because the members of this house for the last four years have conducted themselves in a good matter,” he said.

The speaker directed the chairman of National security to investigate under what circumstances police came to parliament.

“This is not a police state. We are a democratic country,” the speaker said.

The legislators were meeting to consider controversial changes made to the electoral laws as adopted by the National Assembly on December 21.

Before the ruling, Khalwale questioned Ethuro on why the police were stationed outside parliament buildings.

“I have been denied access to this house…police dogs have barked at me…we have anti-riot police and all roads have been barricaded,” Khalwale said.

“Has Parliament been held captive by the executive? Why have police barricaded roads near Parliament. We want to know why?” he asked.

His Siaya counterpart James Orengo asked if the closure of roads was from the orders of the speaker.

“When parliament is meeting, nothing should appear as if they is any interference…when I had an argument with the police, they told me there is no coming in with cars,”
he said.

Nominated senator Janet Ongera said: “We were not allowed to come with our cars…we want a clarification whether the executive has taken over,”

George Khaniri of Vihiga said he travelled overnight only to be denied access to the building.

“I stand with a heavy heart. I left my house at 5pm and travelled through the night only to get here and be blocked. These is ridiculous and unacceptable,” he said.

“I have never seen anything like this before… this is an important house and they must be given full access to parliament.”

Bungoma senator Moses Wetangula said they want to debate without fear and they should be protected from the officers.

“We come here and it looks like we are a state of conflict…this is not the way we conduct business we want to speak without fear,” he said.

Meru senator Kiraitu Murungi said the house is a dignified house that they do not need restrictions.

“I share the concerns of members but under the police act it is the duty of police to protect Kenyans and their property.. it is their duty to ensure senators access parliament,” he said.

“…they also have a duty to clear the roads for us.”

Murungi further said he had an issue regarding the summoning of the special sitting session.

“Next time you call for a special sitting Mr Speaker, the business should be urgent and exceptional,” Murungi added.

But Elgeyo Marakwet Kipchumba Murkomen said the senators should not complain about the police but themselves.

“We must condemn ourselves and our actions first before we condemn the police,” he said, before the assigned police officers left their posts.

The changes, which significantly alter the Elections Laws (Amendments) Act 2016, have been opposed by Cord leaders and members of the opposition.

Opposition leaders Raila Odinga, Musalia Mudavadi, Kalonzo Musyoka and Moses Wetang’ula have opposed the changes.

Jubilee has said the manual voting system should be in place just in case technology fails.

The contentious election law arose from a negotiated agreement reached between Cord and Jubilee that ended the anti-IEBC protests.

A Joint Select Committee on the Independent Electoral and Boundaries Commission, led by Senators James Orengo (Siaya) and Kiraitu Murungi (Meru), midwifed the law.

If the Senate endorses the changes and President Uhuru Kenyatta assents the bill into law, the IEBC will have powers to use a manual voting system.

Raila said the changes must be rejected as it would create room for dead voters “participating” in the 2017 general election.

The Kriegler Commission of Inquiry largely blamed the 2008 post-election violence on the use of a manual voting system and recommended major electoral reforms, among them the use of technology, in subsequent elections.

The determination by the Jubilee leadership to have the law in place saw Cord MPs walk out of the House in protest on Thursday, citing fears of plans to rig 2017 poll.

Cord has threatened mass action on January 4, 2017, if the President, whom they have accused of being behind the plot, signs the controversial changes into law.

The Senate however has room to either accept or reject changes passed by the National Assembly.

MR President – This is your citizen’s opinion of your leadership

By Joseph Aurah

It’s important to realize that just because someone holds a position of leadership, doesn’t necessarily mean they should. Put another way, not all leaders are created equal. My problem with your leadership is a recognition problem – that can easily define your executive’s leadership ability.
My Citizen’s plethora of a diagnostic profile evaluation, and assessments offers insights into a leadership ability that lack thereof. I may be overly analytical, very theoretical, and subject to bias… a better way to assess someone’s leadership prowess, is to give them some responsibility and see what they do with it.

You have been given the responsibility of leading Kenyans, the primary responsibility being to create more and better United Country. This is your citizen’s scorecard

You can’t see it, probably you won’t find it:

Amidst pomp expenses and PR your Leadership lacks a realistic vision, it does not inspire citizens, motivate performance, or create sustainable value. Its more of a poor tunnel vision that is fickle, non-existent and has caused your leadership to fail. As a leader your job is to align the Country around a clear and achievable vision. In this case “the blind are leading the blind.

You have failed to lead your own-self:

We have leadership with a body language attitude and arrogance that lacks character or integrity to endure the test of times. It doesn’t matter how intelligent, affable, persuasive, or savvy a person you are, the rationalizing unethical behavior that seems based upon current or future needs, has eventually fallen prey to your own undoing. Optics over ethics is not a formula for success.

Put-up or shut-up:
Nothing has smacked your poor leadership as lack of performance has. Nobody is perfect, but a leaders who consistently fails is not a leader, no matter how much you wish He/She were. While past performance is not always a certain indicator of future events, a long-term track record of success should not be taken lightly. Someone who has consistently experienced success in leadership roles has a much better chance of success than someone who has not. Unproven and in-experienced leaders come with a high risk premium. Citizens recognize potential, but they reward performance. A leaders who does not grow/mature cannot lead a growing nation…trust me when I say there are huge problems on the horizon.

You have failed to connect:

Your leadership is constantly flummoxed by those who don’t seem to get it, there exists both a leadership and communications problem. A leader with poor communication skills, will be short-lived in their position. Great leaders can communicate and hold themselves together effectively across mediums, constituencies, and environments. You don’t come across as an active listener, fluid thinker, and one know when to dial it up, down, or off.

It’s all about you and your people:

Your leadership doesn’t seem to understand the concept of “service above self” and does not engender the trust, confidence, and loyalty of those you lead. Any leader is only as good as his or her team’s desire to be led by Him. An overabundance of ego, pride, and arrogance are not positive leadership traits. Real leaders take the blame and give the credit – not the other way around. Long story short; if a leader receives a vote of no-confidence from their citizens…game over. If you examine a failed leadership as a class, you’ll find that a lack of concern, misplaced ideologies, or misguided communication were a contributing cause of sad failures, if not the root cause. Empathy, humility and kindness are signs of leadership strength – not weakness. Sing a little Kumbaya!

You run the one size fits all leadership style:

We expected a leadership that is fluid and flexible in their approach, that understood the power of, and necessity for contextual leadership.

“My way or the highway” which is your leadership style doesn’t play well in today’s Kenya. The result in a fractured culture, and ultimately a non-productive System. Think open-source not proprietary, surrender do not control, and collaborate do not dictate.

Leadership is less about balance and more about priority. You leadership is less ruthless in its pursuit of focus, lacks the attention to detail needed to apply leverage and resources in an aggressive and committed Kenya. Instead it promotes indiscipline and model the wrong behaviors. Intentions must be aligned with results to become effective.

You tend to be more concerned about survival than growth… that won’t do well over the long-run. I suggest you focus on leading change and innovation to keep the country alive, dynamic and growing. Bottom line – You have built a static government that has not delivered to many. Ignore, mistreat, or otherwise under value your citizens opinions.., and your days as a leader are most certainly numbered.. We don’t care how much you know or own until we know how much you care.

Accountability is the word:

As a leaders learn to accountable, stop blaming others, don’t claim credit for the success of a failed vision, always accept responsibility for failures that occur on your watch. Most of all, be accountable to your electors. “ a leaders that is not accountable to his people will eventually be held accountable by the people.

Remember, you won’t evolve to greatness by default but by design, those whom you’ve let through the front door, their traits, attitudes, and work ethic (or lack thereof) have been contagions and negative – the choice was yours. “talent begets talent” is true, but talent that aligns with accountability will produce better results than talent that does not.

Fnally …Show me some chutzpa:

Not a Leadership absent of courage, that is a farce. I’m not referring to arrogance or bravado, but real courage. It takes courage to break from the norm, challenge the status quo, seek new opportunities for your citizens, cut your losses, make the tough decision, listen rather than speak, admit your faults, forgive the faults of others, not allowing failure to dampen your spirit, stand for those not capable of standing for themselves, and to remain true to your core values (if you have any). You lack strength of conviction to do the right thing when it would just be easier to do things right.

Good Leaders produce results. It’s not always pretty, especially in the case of inexperienced leaders, but by being a good leaders you will find a way to get the job done.

”CORD has TYRANNY OF NUMBERS, You MUST Change Law to ENABLE RIGGING in 2017 to RETAIN POWER”- IEBC Tells Uhuru

A terse warning by two outgoing electoral commissioners to a top Jubilee official on the difficulty of winning the 2017 presidential contest under the revised electoral management system triggered the fierce battle to change the election laws, the Nation can report.

The message by the two commissioners who presided over the 2013 elections, and who have insider information on the voter register and other preparations by the Independent Electoral and Boundaries Commission (IEBC), elicited a strong reaction from the Jubilee leadership and triggered a series of events culminating in legislative changes whose key element was to allow a manual backup in case the electronic identification of voters and transmission system for results failed.

The informal meeting over the lunch hour took place at a five-star Nairobi hotel on December 11.

After hearing the message, the top Jubilee leader is said to have left the lunch meeting in a hurry to relay the message to his bosses.

“He was shocked to the core, attempted to continue enjoying his meal but he couldn’t proceed. He didn’t finish his food,” the source said.

The commissioners are said to have presented various scenarios — if the Jubilee presidential ticket ran against one main opposition candidate — backing them with the latest numbers of registered voters from all regions.

The message has since become the turning point to the extent of forcing Jubilee to make an about-turn on negotiated bipartisan laws passed three months ago. Immediately Jubilee is said to have embarked on a strategy that would see Mr Kenyatta secure a second term in office.

Leader of Majority in the National Assembly Aden Duale would later meet National Assembly Speaker Justin Muturi to recall members from recess to pass the amendments in a stormy session on Tuesday and a subsequent one on Thursday that saw opposition MPs walk out in protest.

BVR, which comprises a laptop, a finger print scanner and a camera, is used for registering voters. It captures a voter’s facial image, finger prints and civil data or Personally Identifiable Information — name, gender, identity card/passport number and even telephone number. EVID is an electronic poll book with finger print reader.

The opposition, led by Cord principal Raila Odinga, argues that like it was the case for the twin by-elections in Kalokol ward in Turkana and Mosiro in Kajiado last October where the IEBC relied on satellite to relay the results because of unpredictable Global System for Mobile Communication coverage, nothing stops it from deploying the same system next August.

Cord is opposed to the amendments, saying the electoral laws were a result of a negotiated agreement among other contentious issues and that Jubilee is acting in bad faith. The opposition has called for street protests from January 4.

A BRIEFING

Sources also say President Kenyatta’s strong statement against “foreigners” interfering with elections and a subsequent coordinated attack by Jubilee politicians against the International Foundation for Electoral Systems, which has been offering technical support to IEBC and previous commissions since 2002, for supposedly working to rig in the opposition, was informed by a briefing that foreigners could “hack” the electronic system.

BREAKING: BLOODY and DEADLY VIOLENCE breaks out in Naivasha, 20 People INJURED

About 20 people were injured when residents of Naivasha and Kinangop constituencies clashed over a boundary on Monday.

A man was slashed several times during the fight between residents of Matundura and Gituro villages.

Witness Amos Kimani said a parcel of land on the boundary was the main source of conflict as a farmer had started tilling it.

Kimani said another farmer moved to stop the activities but that this led to a harsh exchange that attracted other villagers.

“This is no-man’s-land but some people are laying claim to it. One man was slashed using a panga and seriously injured,” he said.

Kimani said the victim identified as Joseph Njoroge was rushed to Naivasha subcounty hospital where he was admitted in critical condition.

A senior police officer from Kinangop, who declined to be named, confirmed the impasse but was quick to add that the situation had been contained.

For years, residents of the area have differed over the boundary, leading to bloody clashes.

EXPOSED: WHY Change of Elections Law to Allow Mannual Voter Identification was a matter of LIFE AND DEATH for Uhuru Jubilee

The Jubilee side has argued that numerous locations around the country are not covered by mobile network and it will be a dangerous gamble to go to the election without a manual backup. But the Cord side says only an electronic system can guarantee a clean election. It has pointed to the government’s claims to have enhanced rural electrification and the digitisation of operations including at the Kenya Revenue Authority and the M-Pesa money transfer service meant that a 12-hour operation such as an election could easily be handled electronically.

ONE MAIN

Mr Duale on Saturday denied that any such meeting took place.

“That’s wild imagination of a confused coalition called Cord,” he said.

Mr Duale said Jubilee was confident of its re-election and said the opposition was “a gang of failed politicians who all of them together stood against us in the last General Election. Musalia Mudavadi was in the same camp and got less than 500,000 votes. Raila Odinga, Kalonzo Musyoka and Moses Wetang’ula were on the other side and we beat them by close to a million votes. We will still beat them.”

ANY LONGER

On Saturday, outgoing IEBC chairman Issack Hassan said his team of eight commissioners was no longer engaged in the day-to-day affairs of the institution and would, therefore, not give such information to Jubilee. He added that it was the commission chief executive Ezra Chiloba who was dealing with all matters concerning the forthcoming elections until a new team picked from a list sent to President Kenyatta on Thursday takes office.

However, IEBC insiders say some commissioners have been reporting to work even after tendering their resignation. They argue that the negotiated law that prompted their exit provided that they should leave only when a new team is formed.

But Samuel Chepkonga, the chairman of the Justice and Legal Affairs Committee, that has put forth the amendments, says the current law requiring the use of electronic voting without the manual option is impractical.

“In fact, that law is inconsistent with Public Procurement Act. Their law contradicts other laws. They came up with a law that cannot be implemented and threw everyone into disarray,” he said.

He added that it would be unfair for IEBC to be asked to transmit results electronically and they are not a telecommunication company to start installing equipment.

‘PROCUREMENT PLAN’

“IEBC would need a telecommunication department to achieve this task. And secondly, have they requested for this budget? Of course no. it was not in the procurement plan. You cannot ask IEBC to approve a major policy shift when they are new in office,” he said.

Part of the amendments this week were to remove the deadline of eight months before election for procurement of technology-related goods and services. If the Senate adopts the amendments next week, the timeline will be cut to four months.

“Now IEBC is saying that without anyone going to court to challenge, the first equipment would be delivered on April 3 and, if someone goes to court, then the entire thing goes haywire,” the Ainabkoi MP said.

Senate Speaker Ekwee Ethuro recalled members on Wednesday since the proposed legislation affects counties.

On Saturday, Speaker Muturi ruled out the option of referring the contentious proposals to a joint committee like the one which came up with the parent law.

‘IS WRONG’

“The bipartisan committee finished its work. Suggesting that we refer the matter to the committee is wrong, it’s like saying that we go back to committee of experts because they came up with the constitution, or Americans go back to their founders every time they need an interpretation. The committee finished and the law was signed by the President. Any Act of Parliament is amendable by Parliament. And in amending, Parliament doesn’t need to recall the committee. They finished their job and became functus officio (an officer or agency whose mandate has expired),” he said.

Section 44 (1) of the amended Elections Act, 2011 which Jubilee is seeking to repeal requires IEBC to establish “an integrated electronic electoral system that enables biometric voter registration, electronic voter identification and electronic transmission of results.”

Some of the amendments adopted by the National Assembly provide for a manual register as an alternative in the event the biometric system fails.

Biometric Voter Registration System (BVR) and Electronic Voter Identification System (EVID) are some of the most common devices employed in elections.

But Jubilee has dismissed claims that it is running scared.

“There is nothing new in that (Nasa) team,” said Mr Duale. “This is a reincarnation of an old team. Our team is intact, our voting bloc is solid and we have made serious inroads in their strongholds of western Kenya, Kisii, Coast and Ukambani so why should we panic,” he said.

However, Mr Odinga says Jubilee is scared of the electronic system that would require each voter to be physically present to get their biometrics taken.

“We don’t want a scenario where dead voters wake up, vote and return to their graves like we have witnessed in the past elections,” he said

Suna East MP Junet Mohamed (ODM) said the opposition will do all it takes to safeguard the credibility of the 2017 elections.

Mr Raphael Tuju, the head of Jubilee secretariat writing in the Saturday Nation yesterday, said: “There simply has to be manual backup and the pretence that it is devoted to rigging is utter claptrap.”

President Uhuru Kenyatta this week hit out at some opposition MPs in Parliament.
“In the National Assembly representing our democracy, there are plenty of idiots who continue insulting me but that’s their freedom.”

SHOCK as Hon Kaburu’s Home is DEMOLISHED by Top Nairobi LAND GRABBERS- Mike Sonko Moves to RESCUE the Victims

”It is indeed a very sad Christmas for the family of Mrs Winnie Kaburu who was Prof. Ole Kiyapi’s running mate in the 2013 presidential race as hired goons threatened and attempted to demolish her house in Westlands Rhapta Road.

This could have been a very good case of burning down at least one bulldozer to ashes but the grabber and his goons didn’t take more than 15 minutes on the property, they just vandalised it and assaulted Wiinnie’s daughters, broke her watchman’s leg and disappeared.

I am contemplating of extending my notice of burning down any bulldozer found demolishing any property illegally to a shoot to kill notice.

Please note that from today, any hired goon/ hooligan found at any property stealling or illegally evicting or demolishing any property/ land belonging to hardworking Kenyans in Nairobi County will not be spared but will be shot dead.

As I play oversight role, I have a number of pending cases on behalf of Nairobians and I am a fan of court cases and I will take full responsibility.

Marry Xmas fellow Kenyans”

BIG BOOST for Raila CORD as DIASPORA Based Kenya Patriotic Movements SUPPORTS CALLS for MASS ACTION on 4th January

Diaspora based Kenya Patriotic Movement supports mass action call by Cord

Formed as a movement to fuse the synergy of Kenyans at home and in the diaspora, Kenya Patriotic Movement ‘KEPAM, ’works directly with Kenyan citizens from all walks of life to bring about
positive trans formation.

Our cardinal responsibility is the pursuit of good governance, Social Justice, fair electoral practices, equity and equality in the country.

The movement joins Kenyans to condemn the Jubilee government and its MPs in the national assembly for hurriedly passing the Election Amendment Laws. This is because, the original law was brought into force through bi-partisan efforts between the ruling coalition- Jubilee and the opposition- Coalition for Reform and Democracy ‘CORD.’

In the bi-partisan bill, it was agreed that electronic voting and transmission of results was the right way to ensure a fair electoral process and that manual, voting mechanism was a no-go-zone.

As a natural principle, any change to a negotiated document shall be undertaken the same way it was agreed upon. Any attempts to deviate from this clear path, will result in mistrust and betrayal.

It’s also against the spirit of fair democratic practices between two parties.

“We are prepared to mobilize all Kenyans at home and in the Diaspora for peaceful demonstrations throughout the Country to express outrage over the passage of the new law, “Said Mr. Frank Ogwoka, KEPAM diaspora liaison officer. “We are in solidarity with the Church, the political opposition and the Law Society of Kenya (LSK) in their readiness to fight for free and fair election.”

It is now clear that this is the only language President Uhuru Kenyatta’s leadership will understand.

Is it not absurd for President Uhuru, his deputy and majority leader Aden Duale to mutilate a law which was born through negotiation? Furthermore, four Kenyans died during the street demonstrations against IEBC commissioners.

If these leaders thrive in heightened political temperatures in the country as we stride towards an election year, we are cooked as a nation. It also shows that Jubilee has not learnt from experience, especially the 2007/2008 post-election fiasco.

Kenyans will not sit and watch when their democratic rights are being trampled upon by a rogue
regime through unorthodox means for purposes of self-preservation.

“The action by the President to summon all jubilee MPs to Statehouse after the first amendment to election law failed in parliament was suspect. “It also speaks volumes about the desperation in the ruling coalition to manoeuvre and rig the next general election.” Said Mr. Samson Omechi, who is also KEPAM’s the national coordinator.

The President’s ambivalence in addressing urgent matters facing the country, especially the current strike by medical professionals which has paralyzed operations in medical facilities, portrays him as indecisive and unable to confront challenges as the country’s Chief Executive Officer.

In other words, he is showing the country that the preservation of his job was his only priority. It is imperative to note that even the church has condemned the sinister motives by the Jubilee MPs who hastily passed the contested electoral amendments.

As a movement comprising Kenyan voters at home and in the diaspora, we join the political Opposition, the Church, the Civil Society and LSK, to urge the President not to assent to the amendments.

“We call upon members of our movement and supporters from all the 47 Counties to carry white handkerchiefs and green twigs as a sign of peace and join the Coalition for Reform and Democracy (Cord), and other stakeholders for peaceful demonstrations commencing on 4th January 4th 2017.

Clearly, this is the only language scandalous regimes world over can understand. It’s tragic that the Jubilee regime wants to use unorthodox means to rule the country eternally.

The Duale’s of this world should wake up to the seemingly unsettling reality that a credible election is not a favour. It the democratic right of all Kenyans.

Premier Raila Odinga MOURNS Hon John Keen

RAILA ODINGA MOURNS HIS FRIEND JOHN KEEN:

Today, we woke up to the sad news of the passing of veteran politician and freedom fighter Hon John Keen.

With Hon Keen’s death, our country has lost a key member of the club of the increasingly thinning number of those great Kenyans who fought for and negotiated Kenya’s independence here at home at the Lancaster Constitutional Conferences in London, in the United Kingdom.

His death has left a huge void in our nation. It is an end of an era; a significant one in which nationhood triumphed over all other considerations like tribe, religion and area of origin.

Keen was a personal friend to whom I turned from time to time on matters of national interest. His passing is a personal loss.

I pass my very sincere and deeply felt condolences to his family and friends and to the people of Kenya whose service he dedicated his entire life to.

May God grant peace and strength to all family members and friends as we mourn his passing.

HILARIOUS: How To INSTAL A HUSBAND This Holiday Season

INSTALLING HUSBAND

Wambui writes to the IT Technical Support Guy(Dominic)

Dear Tech Support,
Last year I Upgraded from Boyfriend 5.0 to Husband 1.0 and I noticed a Distinct Slowdown in the overall System Performance, particularly in the Flower and Jewellery Applications, which Operated Flawlessly under Boyfriend 5.0.

In addition, Husband 1.0 Uninstalled another Valuable Program, Romance 9.5 and then Installed undesirable Programs such as NEWS 5.0, MONEY 3.0 and CRICKET 4.1
What can I do ?

Dominic reply:

Dear Wambui,
First, keep in mind, Boyfriend 5.0 is an Entertainment Package, while Husband 1.0 is an Operating System.

Please enter Command: “ithoughtyoulovedme.html” and try to Download Tears 6.2. Then it will automatically run the Applications Jewellery 3.0 and Flowers 3.5

However, remember, Overuse of the above Application can cause Husband 1.0 to Default to Silence 3.5 or Beer 6.1.

Also DO NOT disturb the original Package of Husband 1.0…. Otherwise new Virus Girlfriend 2.5 will automatically be Downloaded into your System.

So be careful. In addition, please do not attempt to Re-install the Boyfriend 5.0 Program. These are Unsupported Applications and will Crash Husband 1.0.

We recommend: Cooking 5.0 and Cute Looks 7.7

Good Luck Wambui.
