Detectives to probe theft of computers donated by Chinese government to parliament

Detectives have opened probe after container sent to Parliament Buildings with goods donated by China arrived empty. Chinese Embassy says it’s shocked.

Clerk of the National Assembly, Michael Sialai, confirmed that the container tagged ‘diplomatic goods’ was delivered on Tuesday, July 30, 2019, as expected but after the seals were opened, it was found to be empty

“Indeed a container arrived at Parliament Square on July 30, 2019, whence I appointed some officers from the National Assembly to confirm the delivery as per the correspondence from the consignee (Chinese Embassy),” reads the statement by Sialai.

“Upon opening of the container seals, the container was confirmed to have been empty. Both the agent and our officers brought this matter to my attention and I made a decision that the DCI officers attached to the Parliament Road Police Station be informed of this development, which was done promptly.” Sialai added.

The goods had been listed as laptops and computer projectors which were gifted by the National People’s Congress of China and the consignment was to be delivered through the Chinese Embassy in Kenya.

“While we remain grateful to our guest from the People’s Republic of China and the Chinese Embassy in Nairobi for the planned donation, the National Assembly wishes to clarify that the matter is now in the hands of the consignee and their logistics partner,” Sialai’s communique further stated.

“We were shocked to be notified by the National Assembly that when the container arrived in the Parliament yesterday on 30th July and opened by the officers of the National Assembly, it was empty inside. This is the first time such a thing has ever happened,” read a statement from the Chinese Embassy in Kenya.

The value of the missing electronics is still yet to be established.

The news elicited reactions from Kenyans who described the disappearance as a taste of MPs own medicine.

“Good and awesome, let them feel how it means when they give empty promises to Kenyans who elect them,” commented Joel Bett.

“Empty promises returned back to them,” responded a Twitter user by the name Sammy.

Jalango dumps Willy Paul as his official MC after “lamba nyonyo” song

Milele FM presenter Felix Oduor alias Jalang’o announced on Wednesday that he has resigned as Willy Paul’s official emcee.

Jalang’o’s resignation comes approximately one month after he announced through his Instagram page that he will be working with Willy Paul.

According to Jalang’o who was spoke on Milele FM Breakfast show, he is not comfortable with Willy Paul’s new direction of music. This is after the gospel singer released a controversial song dubbed ‘Lamba Nyonyo’ on Tuesday.

At first, Jalang’o took to the comment section of the singer’s post to notify resignation.

“Waaaaaaa…..My boss I hereby tender my resignation….this one has defeated me (hii imenishinda boss)…I hope you will understand,” Jalang’o wrote on Instagram.

He, later on, made it official during the show that he had quit as he could not keep up with “Willy Paul’s speed in music”.

“I told him; my boss this is where I alight at, the world is moving fast. This is where I alight. I have reached my destination because I have had enough (Nimemwambia boss yangu mimi nimeshuka, dunia inaenda mbio sana. Nimeshuka hapa, na nimefika stage yangu maanake imenitosha),” Jalang’o stated.

The singer has not officially commented on Jalang’o’s resignation.

Aukot’s “Punguza Mzigo” bill suffers a major blow after High court stopped its debate

The High Court has stopped the 47 county assemblies across the country from debating and approving a Bill fronted by Thirdway Alliance Kenya party, popularly known as Punguza Mizigo.

Justice James Makau also stopped the party from presenting the Bill to the Speaker of the National Assembly, pending a case filed in court against it.

The judge said the orders will remain in force for 14 days as other parties named in the petition file their responses.

Thirdway Alliance, through Elias Mutuma protested the move, saying they were only given less than a day to file their response.

The lawyer told the court that they should have been given at least three clear days to respond.

While issuing the order, Justice Makau directed Mr Mutuma to file his response within five days and the case be heard on August 13.

The petition was filed by Mr David Kamau Ngari and International Economic Law Centre and has named the Independent Electoral and Boundaries Commission (IEBC), the Speakers of National Assembly and Senate, Thirdway Alliance and 47 Speakers of the county assemblies.

Mr Ngari has faulted the Bill, stating that while aware that there is no national referendum law, IEBC has purported to receive, verify and approve the Bill and forwarded it to the county assemblies for debate and approval.

He says that most of the proposals in the Bill will ultimately require a national referendum under Article 255(2).

He further argued that the proposed Bill contains provisions which contravene the constitutional safeguards on fair trial and due process guaranteed in the Constitution.

“The proposed Bill to reduce the constituencies from 290 to 47 obliterates the fundamental political rights under Article 38 and the principles of representation under Article 81(d) of the Constitution,” he said in a sworn statement.

Another contention is the proposal to make Senate the upper House with veto power, which he argued will cause legislative confusion because the Senate will still retain power to legislate on matters relating to counties and yet the bulk of law making is reposed in the National Assembly under Article 95.

Mr Ngari further stated that the Bill was procured through deceit and illegalities since the signatures are not genuine.

He argued that the uniformity of the signatures raises the question of authenticity and reliability of the signed forms and that it was impossible to verify the signatures because the electoral body does not have a repository of specimen signatures for comparison.

According to Mr Ngari, the verification process was done mechanically yet the law says voters should be registered biometrically. He said the alleged verification and approval of the Bill is unconstitutional, null and void.

The petition further says IEBC does not have the quorum as there are only two commissioners and the chairman. This was after four other commissioners resigned.

Mr Ngari said the quorum required to receive, verify and approve a proposed Bill for amendment under popular initiative under Article 257 of the Constitution should be at least five.

“The IEBC as presently constituted lacks constitutional competence and technical capacity to admit, process and approve the proposed Bill together with the supporting documents and signatures of registered voters as presented,” reads part of the petition.

The petitioners want the court to stop Thirdway Alliance from presenting the Bill to the Speakers of the 47 counties for debate and approval.

Reprieve for Kasipul Kabondo people after Raila’s announcement on Hon. Ken Okoth’s burial

During a press briefing at Silver Springs Hotel in Nairobi on Tuesday, ODM leader, Raila Odinga stated that the family members and a committee put together by the ODM party had agreed on a couple of things.

The Opposition leader stated that there would be a memorial service at Starehe Boys’ Centre on Wednesday and another on Thursday at the Moi Girls’ High School in Nairobi.

“After that, there will be viewing of the body at the same venue,” Raila stated.

He added that the body would be transported to Kabondo Kasipul Constituency in Homa Bay County, where a funeral mass would be held at Got Rateng’ Secondary School.

“Ken will be given to the family to do the rest…just like we did with Kenneth Matiba…so the family will do the rest,” Raila noted.

The late Matiba was cremated on April 27, 2018 at the Langata cemetery.

Earlier, Okoth’s wife and his mother, Angeline Ajwang, were reported to be having disputes over his final rites.

The late Okoth had allegedly informed his wife, Monica, and younger brother, that he wished to be cremated upon his passing.

However, his mother had warned them against cremating her son’s body.

Okoth died on July 26, 2019, after being diagnosed with stage four colorectal cancer.

Real Madrid regret buying Eden Hazard from Chelsea, terrible loss

Willy Pozee trolled after releasing “lamba nyonyo” song

Media personality Kamene Goro has for the first time explained why she has no respect for controversial singer Willy Paul Msafi.

Speaking on Xtian Dela’s vlog, Kamene said she can’t respect Pozze because he was very disrespectful to her.

“Do you know I have a major problem with him and I know people really wonder why I disrespect him? My first encounter with him was terrible,” she said.

“He was very disrespectful and that’s why I’m like you guys, I have no respect for that guy anymore.”

This is not the first time the sexy radio presenter has publicly expressed her differences with celebrities. Recently, Kamene said socialite Huddah Monroe has been selling herself, hence her vast wealth.

Kamene Goro questioned how an uneducated girl like Huddah could own a Range Rover and a Kileleshwa apartment.

“Has she been selling p**sy? A girl with standard three English owns a Range Rover and an apartment in Kileleshwa. What else have you been selling other than p**sy?” Kamene Goro said in a video that went viral.

Huddah hit back, saying, “A queen doesn’t get off her throne to address a peasant.”

Adding, “Only a b**** unsure of her position tries to prove herself. What is understood, doesn’t need to be explained. I am never oblivious to the reality of anything in life. Playing cool doesn’t mean playing a fool. It just means I am in control of the situation.”

Lower for us the bail amount, we are unable to pay 15 million- Gov. Waititu

Kiambu Governor Ferdinand Waititu is seeking to have his bail terms reviewed after he and his wife were unable to raise the Ksh. 15million that the court ordered.

“The bail and bond terms are excessive issued per incuriam and the terms amount to a constructive denial of bail and bond without compelling reasons,” his lawyer Tom Ojienda said.

He further criticised the additional order barring Waititu from accessing his Kiambu County office saying it constitutes effective removal which is in violation of the Constitution.

The advocate maintained that a Governor can only be removed from office through the process initiated by the county assembly.

Waititu spent Tuesday night at Industrial Area Remand Prison while his wife was detained at the Lang’ata Womens Prison.

They presented themselves to the Ethics and Anti-Corruption Commission (EACC) on Sunday following arrest orders issued by the DPP.

Their bail conditions were set after they denied graft charges over an alleged Ksh. 588million irregular tender.

The court ordered that the Governor pay cash bail of Ksh.15 million and Ksh.30 million bond.

His wife Susan Wangari and four other county officials were released on a cash bail of Ksh. 4million each and a bond of Ksh. 10million each or a surety of a similar amount.

Each mp to contribute 10,000 for Ken Okoth’s send off- Hon. Duale

Leader of Majority in the National Assembly, Aden Duale, on Tuesday, communicated on a communal move to honour the recently deceased Kibra MP, Kenneth Okoth.

Speaking in Parliament, Duale noted that each member would contribute Ksh 10,000, to be used to facilitate the late MP’s funeral.

The Garissa Township MP announced that he would make the same request to the Senate, as the last sign of respect for their former colleague.

“As the tradition has been in this house, that when one of us leaves, myself and the leader of minority writes to the clerk so that each and every one of us pays Ksh 10,000 towards the funeral expenses,” he announced.

“Kenneth was a decent politician, a vivid debater and performing Member of Parliament. Condolences to his family, friends, relatives & the people of Kibra,” Duale remarked.

The vocal leader went on to point out the scourge of cancer, stating that it was responsible for countless deaths within the country and that more should be done to curb it.

“I am a living example of someone who lost his sister to cancer, so I know how devastating it is to lose a loved one to the disease,” he disclosed.

He urged his fellow legislators that the time to act against the diseases was now, adding that it was the time they passed deliberate legislation to tackle cancer head-on.

Duale then gave the recently deceased Bomet Governor, Joyce Laboso, a heartfelt tribute.

Both leaders passed away after bruising and eventually life-ending battles with the dreaded disease.

Inside Gov. Laboso’s choice for a young deputy Hillary Barchok

Did it bother you to see the man Governor Joyce Laboso chose as her deputy? Well, the former Dean of student at the school of education, Chuka University Dr Hillary Barchok is seemingly a man of middle age. Other than his age, his qualifications should bother you. If you care to check the counties that are doing well, one common thing with them is that the deputies therein are technocrats and averagely young. Should you want to run for governorship in the future consider your choices in that line.

There is something in professionalism, be it in counties or at national government level. My attention was grabbed by how one Ezra Kirui, the Head of communications, county government of Bomet, handled the communication around the Governor Laboso’s ailment. His press releases and statements were timely. He chose his words and topics carefully and has guided the county so well. He avoided controversial comments and remained on toes. I can authoritatively say that the decision to swear the Bomet deputy Governor within the ten days after the burial of the late Governor must have come from him.

Bomet is not that county where issues to do with grammar and everyone speaking on behalf of governor while giving all type of statements and press releases, and all kind of rumours and images of whatever kind are released and tolerated.

Let professionalism supercedes personal interest. When you settle on people based on their professionalism, even the services you render out there will be deservedly better.

CS Magoha cancels JKUAT PHD degrees

Hundreds of PhD graduates from Jomo Kenyatta University of Science and Technology are at risk of having their degrees recalled after a government investigation revealed glaring anomalies in the processes leading to graduation.

The Commission for University Education (CUE) has given the university’s senate three months to review 118 PhDs awarded during the 33rd graduation ceremony on June 21.

It accuses the institution of violating the universities’ standards and guidelines, which came into force in 2014.

Further, the university has been stopped from offering PhD programmes in its satellite campuses for lack of capacity. Notably, it cites a campus such as Mombasa, which has graduated 23 PhD students in the past three years but does not have a single professor.

JKUAT has also been asked to address questions raised by the commission in the investigations or risk having the degrees recalled. It will also have to review all its PhDs awarded in the past three graduations.

Raila vs Ruto political battle expected at Gov. Laboso’s burial on Saturday

There is a looming face-off between Deputy President William Ruto and AU Representative Raila Odinga during Bomet Governor Joyce Laboso’s funeral which will be in Koru Kisumu County.

Her husband, Edwin Abonyo, revealed this information after consulting the Luo council of elders who expressed their desire for the governor to be buried at her husband’s home in accordance with the Luo culture.

However, this is likely to be a political battleground for both Raila and Ruto who have played a significant role in the late Laboso’s political career.

Laboso was elected to the Parliament of Kenya to represent the Sotik Constituency in a by-election held on 25 September 2008. She succeeded her sister, Lorna Laboso, who died in a plane crash.

She was a staunch supporter of ODM party and Raila Odinga. However, she ditched ODM and defended her seat on a URP ticket in the 2013 elections.

But despite the move, she still remained close with the former Prime Minister. To prove their friendship, Raila even traveled to London to visit the governor in her sickbed.

While Ruto on the other hand, played a major role in making Joyce Laboso the Governor of Bomet County. Ruto was vocal in urging the people of Bomet to do away with Isaac Rutto and vote in Laboso.

President Uhuru to visit Jamaica next week-State house

President Uhuru Kenyatta will leave for Kingston, Jamaica next week for bilateral talks, State House has said.

His visit is on the invitation of Jamaican Prime Minister The Most Honourable Andrew Holnes.

The two leaders and their respective delegations are expected to discuss and explore opportunities for enhanced bilateral relations between Kenya and Jamaica.

Kenyatta and Holness last held talks in June last year at the G7 Summit in Quebec, Canada.

They discussed issues ranging from exchange of athletics coaches, to tea, coffee and peanuts trade.

During their meeting, they also explored code share for Kenya Airways to connect to Kingston which is 3 hours from New York.

President Kenyatta also cited the African, Caribbean and Pacific Group of States (ACP) saying: “We must strive to speak in one voice. We are weaker when splintered.”

The leaders also discussed culture and entertainment as a bedrock for promoting tourism between the two countries.

Gov. Laboso to be laid to rest in her maternal home, Kisumu county

The family of the late Joyce Laboso on Tuesday announced that the Bomet Governor will be buried in Fort Ternan, Koru, Kisumu County.

However, this will be after a funeral service held in Bomet, the husband Edwin Abonyo said.

The dates of the burial and funeral service are yet to be communicated.

On Monday, Dr. Abonyo intimated how Laboso’s candidature in Bomet had been challenged because of where was married.

“Her running was something unprecedented in this country as she was married elsewhere but vied for a political seat elsewhere…it all started in Sotik,” he said at the Lee Funeral Home in Nairobi.

The reluctant university lecture was ushered into politics following her sister Lorna Laboso’s untimely demise.

Breaking: Blow to DP Ruto’s camp as Gov Waititu barred from accessing his office, deputy governor takes charge

Kiambu Governor Ferdinand Waititu has been barred from office for the duration of the case involving the irregular procurement of a Sh588 million tender for upgrading of various gravel roads to bitumen standard.

This follows last week’s ruling by Justice Mumbi Ngugi affecting county bosses charged with economic crimes.

In the ruling, Justice Ngugi held that governors, just like other civil servants, should step aside once charged with criminal offences and their roles taken over by their deputies for the duration of the trial.

That effectively means that Mr Waititu’s deputy, Dr James Nyoro, with whom they have had a falling-out in the recent past, will be taking over the running of the county.

The governor has severally claimed that his misfortunes were being orchestrated by his political enemies led by Dr Nyoro.

Mr Waititu, his wife Susan Wangari and eight county staff were Monday charged with six counts over a Sh588 million irregular tender.

Gov. Nyongo’s CECs faces impeachment by the county assembly MCAs

Two Members of the Kisumu County Assembly have filed notices of motion to impeach two county executives.

The MCAs on Monday tabled impeachment motions for; Finance Executive Nelly Achar and his colleague from the Sports and Tourism docket Achie Alai.

The motions were sponsored by budget committee chair Steve Owiti and member of the speaker’s panel Roy Samo respectively.

Samo termed the executives’ inability to implement the budget as the reason behind the motions, adding that Achar has failed to address issues of stalled projects included in the last budget.

He said the projects which are spread across the county have been funded, but remain incomplete.

“The major reason why we want the CECs to leave office is because they have been unable to implement the budget,” he said on Monday.

But the move has been faulted by county Director of Communications Alloyce Ager who argued that the projects cannot be completed all at once.

However, he noted that the MCAs are right in carrying out their oversight roles.

“It is just like pending bills. No government can complete pending bills of about Sh2 billion in one financial year,” said Ager.

Why you will be arrested for not helping in a crime seen

Interior Cabinet Secretary Dr Fred Matiang’i will arrest you for watching on as a suspect is lynched without intervening or calling the police.

This was the case with some 26 members of the public who watched helplessly as a man butchered a suspected chicken thief in Khayega, Kakamega County.

In the sorely graphic video that paints the picture of how the society has sunk, the man at the centre of all this is seen single-handedly assaulting the suspected.

From a safe distance, residents watch even as women can be heard screaming as the attacker who has since been identified as Francis Liseche aka President, hacks off the limbs of the suspect.

In a sweeping wave of arrests, Matiang’i nabbed the area chief, the owner of the murder weapon and the suspected murderer as it emerged they had been complicit in the crime.

It was revealed that despite the chief’s home being a stone-throw away, he would desist from intervening to stop the murder.

Monday, four suspects Francis Liseche, Agapitus Ingosi, Evans Ashimudu and Reuben Shitambasi appeared before Senior Principal Magistrate Hezel Wandere on Monday. They will remain in police custody for two weeks.

Nairobi County Governor Mike Sonko on Monday urged leaders to come together and find a way of dealing with cancer.

Addressing the media outside Lee funeral home where he had gone to condole with the family of the late Joyce Laboso, Sonko revealed that over 60 Members of Parliament are said to have cancer which is killing Kenyans every day.

“Just the other week we lost another MP from Nairobi. The report which we have now is that there are over 60 Member of Parliament who we hear have cancer (ambao tunaskia pia wako na cancer). Cancer is a serious disease, as leaders, we need to strategise on the way forward and how we will deal with the disease,” he said.

Laboso died on Monday at the age of 58, while under going treatment at the Nairobi Hospital, where she had been placed under full bed rest.

She succumbed after a long battle with illness. Her death comes two weeks after returning to the country from India where she was receiving treatment.

Laboso’s death shocked many as early on Monday, the county government of Bomet issued a statement stating that she was recovering well.

“The office of the Governor would like to reassure the residents of Bomet and general public that Bomet Governor Dr Joyce Laboso is recuperating well and still under observation,” reads part of the statement signed by County Director of Communications Ezra Kirui.

Her death comes barely a week after Kibra Member of Parliament Ken Okoth succumbed to cancer.

What Raila and Isaac Ruto requested for after Laboso’s death

ODM leader Raila Odinga and Former Bomet Governor, Isaac Ruto, has made one request to the government following the death of the late Joyce Laboso.

Ruto and Raila stated that it was time the government and Kenyan citizens made a concerted effort towards fighting cancer.

“We must set up a well funded and equipped cancer center in Kenya, it is time. We are losing many lives to cancer. Millions may be silent victims and cannot get treatment.

As a country, we can make a concerted effort towards fighting cancer, yes we can,” Ruto noted.
Raila stated that the government needs to set up oncology centers to help curb the cancer menace.
The former governor also passed his condolences to Laboso’s family, noting that she was dedicated to serving Bomet residents.

The governor died at the age of 58 at the Nairobi Hospital, where she had been admitted in the hospital’s Intensive Care Unit for two weeks.

She was the second governor of Bomet County after beating Ruto in the 2017 general election.

Her death comes two weeks after she silently jetted back to the country on July 14 after a medical trip to India and the United Kingdom.

Moi in his 24 years of power.

3. KMC (Kenya Meat Commission), was vibrant and the main beneficiaries were pastoralists.

4. He established NCPB grain reserves in Uasin Gishu and Tranzoia to buy maize from farmers. Mainly the Kalenjins.

CS Magoha rubbishes calls by VCs to stop university merger

Education Cabinet Secretary Prof George Magoha on Monday dismissed vice-chancellors of public universities who are opposed to the merging of their institutions in the wake of financial crises.

Prof Magoha, while addressing media practitioners in Nairobi, insisted that it is the quality of education coming out of the universities that matters and not the number of institutions.

“I was given instructions by President Kenyatta after my appointment that no more new universities. We must bring sanity in the university education sector,” Prof Magoha told the meeting.

Last month, Prof Magoha asked the Vice-chancellors to come up with a merger plan but in their proposal, they rejected the idea, saying it not a priority.

In a 60-page document submitted to Prof Magoha, the vice-chancellors of 31 public universities instead proposed that institutions to be increased to 100, saying that by 2030, close to one million students will be joining universities.

DRAMA: Governor Ojaamong dumps DP Ruto, writes love poem to Raila

H.E Raila Odinga is the most intriguing and misunderstood public figure in the Kenyan history. Those who love him do so to the letter, and those who hate him do so on their own volition. But he’s not an intriguer. In William Shakespeare’s Twelfth Night, a character opines thus — some men are born great, some achieve greatness, and some have greatness thrust upon them. Rarely do people hit this trifecta. But Raila Odinga is one of the chosen few for which all three nuggets of wisdom are true. When Raila Odinga plans, his opponents think he’s plotting a ” coup”. When he’s sleeping, his detractors think he’s awake. He confuses his foes and unintentionally entices his friends. That’s because of his humility. Men with such commanding social and political capital can wield it with whim. H.E Raila Odinga remains the centre of gravity of Kenya’s politics. Raila Odinga bestrides Kenya’s political landscape like a colossus, his person and persona are public institutions.

Long live my political mentor,
father of the Nation and Kenya’s enigma.

BREAKING: Fake Jesus to be deported as CS Matiangi signs order

The government has moved with speed to deport a man who has been masquerading as Jesus in the country, a reliable source confirmed Interior CS Fred Matiangi has signed the deportation order.

On second thoughts, i take back all the jokes and insults i aimed at this Jesus. I have just read that Bible verse that says that he’ll come back unannounced ~ like a thief in the night ~ and couldn’t help but wonder. Where is it written that this is not the risen Christ, back on earth, in flesh and blood? I do not want to walk up to the gate into Heaven and after Angel Gabriel keys in my ‘Huduma Namba’ tilts the screen to show me a Facebook post where i referred to the King of the Jews as a conman when he showed up at Kitengela, Nairobi, Kenya.

In the same manner that i have lived all my Christian life with the wisdom that it is better to believe that God exists and later discover that He doesn’t, than to believe that He doesn’t and then discover on Judgement Day that He indeed does, i better play safe by believing that this is Christ and then discover that it ain’t Him, than to believe that it ain’t Him, and the discover on Judgement Day that He it indeed is Him.

Corruption Can Be Ended In Kenya, If We Want To

By Donald Kipkorir

Without involvement and participation of State Officers, there won’t be Corruption in Kenya. It is reported that of our annual budget of Kshs. 3 Trillion, a third of it is pre-factored in the budget by Corruption Cartels. All Public Projects in Kenya are Special Purpose Vehicles to skim the pre-budgeted Kshs. 1 Trillion.

Yet, if we really wanted, we can actually end Corruption today. Article 77(1) of The Constitution is very clear that a State Officer cannot be in any other employment. State Officers are all elected and appointed Public Servants from the President to the Sub- Chief, Chief Justice to the District Magistrate, Chief Of Defence Forces to the Warrant Officer, Speakers Of the National Assembly & Senate, Senators and MPs and members of all Constitutional Commission.

The meaning of Provisions is what they say. 99% plus of Kenyans were alive when we enacted the Constitution in 2010. We are the Constitutional Generation. We therefore give the original and textual interpretation. The words of the Constitution mean what they say.

Article 77 (1) is clear when it says State Officers shall not be in any other employment whilst they are State Officers. Employment is being in a situation in which your own Company or business or another person or company pays you in cash or in lieu for carrying out certain work or assignment or services. In lieu payment includes shares options, Holidays, Insurance cover or property.

It therefore means that State Officers should during the pendency of their public service rely on their salaries only. We know their salaries. The President can therefore not be able to buy a new car every year nor even a new car every two years. The President ought not to afford to build a house worth more than Kshs. 100m for that is his salary for five years. Unless he can show us that he had the money before we elected him President.

A Senator who had nothing when he was elected, cannot be able to have property and vehicles worth over Kshs. 50m, being his salary for five years. Senators and MPs who are lawyers or Doctors are not allowed to practice. They cannot earn legal or medical fees when still in Parliament.

The intention of Article 77 meant thst once you are elected or appointed to State Office, same day, you put your business in Blind Trust, resign from all employments or business and focus on public service only and earn your salary only.

EACC is obligated by Chapter 6 of the Constitution to enforce the Chapter on Integrity in Public Service. The Leadership & Integrity Act must have been drafted in the night by a Corruption Cartel. It doesn’t give seriousness to fighting Corruption in public leadership. The Act ought to be repealed and new one enacted. The Constitution states that its enforcement and obedience is mandatory and binding.

In US & Europe, those elected President, Prime Minister or MPs leave office with the same property when they got elected. In Kenya, State Officers become Billionaires or Multi-Millionaires within two years of election. No other career in the world is as profitable as being a State Officer in Kenya.

When we want to end Corruption, Article 77 (1) is the Key. EACC holds the key. But it seems it gave the Key to Corruption Cartels for safe keeping.

Until then, our fight against Corruption is night-running! It is whistling in the dark.

What Governor Laboso, family and county communication team failed in terribly

By Abraham Mutai

Joyce Laboso’s sickness was kept a secret to the last minute. Her condition was national security even to the people who elected her. The people who VOTED for her. And all they were being told was “She is stable and recovering.” This actually was a BIG FAT LIE. Her condition was deteriorating and she was dying. Her people deserved to know given that she was a public officer. She was insincere even in the face of death. She lied all through to her grave. Well, some of you might have strong emotions at the moment but truth must be discussed in black and white. That’s why we are here to speak it. Public or state officers have a duty to KEEP the citizens informed of their condition till the inevitable happens. This is what our Kibra hero did to the end. He was with us. Taking pictures, attending meetings even in his last moments, he made sure the Kibra people knew what was up. This is how strong leaders make sure they leave an indelible mark on the people they lead. The people of Bomet don’t even know what their governor was ailing from. This is UNACCEPTABLE situation to put people through. Yes, people will say, health is a private issue and she was not obligated, but those who say that are ignorant. You can only keep us in the dark if you are a private citizen. And that is the essence of governance.

Raila meets Taita Taveta county assembly members in the budget stalemate row

H.E. Raila Odinga this afternoon held consultations with members of the Taita Taveta County Assembly who sought audience over the stand-off with the County’s Executive.
Mr. Odinga took the opportunity to call for an end to the adversarial relationship between county assemblies and county executives.

He also called for an end to the adversarial relationship between the National government and county governments.

At the meeting, Mr. Odinga expressed deep disappointment with the wastage and outright theft of public resources being witnessed in counties some of which is coming out in court cases currently going on.

Mr. Odinga further expressed disappointment that counties are replicating the very ills that made Kenyans call for devolution: more money going to salaries and allowances and little to development, corruption and lack of consultations.

He called for consultations to be given priority together with concern for public good. He appealed to counties to pursue the spirit of consultation as a matter of priority.
On the stand -off in Taita -Taveta, Mr. Odinga promised to send a fact-finding team to the ground after which he will convene another meeting between the Assembly and the Executive.

Going forward, Mr. Odinga said, the country has no option but to review the structure and operations of devolution to make it work better and ensure voters get value for money.

President Uhuru mourns Slain Governor Joyce Laboso

STATEMENT BY H.E. HON. UHURU KENYATTA, PRESIDENT OF THE REPUBLIC OF KENYA, FOLLOWING THE DEATH OF BOMET GOVERNOR DR JOYCE CHERONO LABOSO

I have received the sad news of the passing away of Bomet Governor Dr Joyce Cherono Laboso with utter disbelief.

Governor Laboso was an outstanding and courageous servant leader who stood out as an icon of women leadership in our country.

As a scholar who transitioned into political leadership, Dr Joyce Cherono Laboso will be remembered for her passion for education especially for the girl-child, an area where she initiated and supported numerous projects not just in Bomet but across the entire country.

The cruel hand of death has robbed our nation of a bold and illustrious leader who loved and served her country with distinction.

As we mourn and pay homage to the ever cheerful, visionary and brilliant departed leader, let us also remember to celebrate her life and achievements. In as much as, Dr Laboso has sadly left us, her inspirational life will remain a great legacy, not just to the residents of Bomet but to all Kenyans.

I convey my prayers and heartfelt condolences to the family, relatives and friends of Dr Laboso as well as residents of Bomet County and indeed all Kenyans. May the Almighty God grant you peace and comfort as you come to terms with this tragic loss.

May the Almighty God rest Dr Joyce Cherono Laboso’s soul in eternal peace.

Akombe mourns former ICT boss at IEBC Chris Msando

Former commissioner at the Independent Electoral and Boundaries Commission (IEBC), Roselyn Akombe, has penned an emotional message to the late former ICT manager Chris Msando.

On her social media platforms, Ms Akombe disclosed that two years later, she still vividly remembered Msando’s lifeless body.

“Two years …The memory that stings is that of your twisted neck; The deep cuts on your arm and thigh; Lying on that cold slab at City mortuary;

“Eva asking why we killed you; The pain, the despair; One day the truth will be written in indelible ink. #RIPChrisMsando,” Ms Akombe wrote.

It is not the first time that the former commissioner has penned a message to the late Msando.

In October 2017, Ms Akombe wrote yet another message, acknowledging the late ICT Manager as his hero.

“Chris Msando, you will forever be my Mashujaa Day hero for standing for the truth and integrity and sadly paying the ultimate price in the most brutal and horrific manner.

“May your kids grow up with the knowledge of your service to your country,” read Akombe’s tweet.

The late Msando died on July 28, 2017, a day after he was reported missing.

He was found at Muguga Forest, alongside Carol Ngumbu, a 21-year-old college student, who was his friend.

The ICT guru was responsible for voter identification, verification, results transmission and the entire electronic tallying process.

How PM Raila made presidents Uhuru ,Magufuli inseparable friends

After the famous handshake between President Uhuru Kenyatta and ODM leader, Raila Odinga, emerging details indicate that the former premier made several phone calls to Tanzanian President, John Pombe Magufuli, in a bid to end the cold bilateral relationship between Kenya and Tanzania.

According to Nation, multiple sources revealed that it took Raila’s intervention to have Uhuru and Magufuli seal their relationship.

“A day before President Kenyatta went to Dar, Raila talked with Magufuli about the visit on the phone. Again, after the President inspected ongoing works at the Kisumu Port, Raila had passed by Dar,” a close ally of the two Kenyan leaders revealed.

The deal was largely brokered through phone calls, sometimes when Kenyatta and Raila were together or when the opposition chief was in Tanzania.

Another source revealed that there was also a secret meeting among the three, away from the public.

Raila’s key interest in sealing the unity was to win Tanzanian support in making Kenya a regional maritime hub.

It was reported that Uhuru was concerned about the deteriorating trade ties between the two neighbours affecting the export market largely, caused by the hostile environment.

The relationship was cemented when Uhuru visited Magufuli in Tanzania and even prayed for the Tanzanian president’s ill mother at a hospital on July, 5, 2019. Uhuru was hosted at Magufuli’s home at Mlimani Chato District.

The cold relationship between Uhuru and Magufuli was traced back to when Uhuru supported Magufuli’s opponent, former Prime Minister, Edward Lowassa, in Tanzanian 2015 elections.

Magufuli would later throw his weight behind Raila in the 2017 elections.

Before then, chicks imported from Kenya were burnt across the border and cows auctioned.

Magufuli even skipped Uhuru’s inauguration on November 28, 2017.

In July 2019, Uhuru sent Foreign Affairs Cabinet Secretary, Monica Juma, to return stolen gold to Tanzania. The CS was accompanied by the Director of Public Prosecutions, Noordin Haji, Attorney General, Paul Kihara, and Directorate of Criminal Investigations boss, George Kinoti.
