Uhuru Regime TAKES ACCOLADES and TOP Honours over Corruption

By DS
If Infotrack were to carry out an opinion poll to determine the most corrupt regime in Kenyan history, Jubilee government would take accolades and top honours.

The President has unwittingly admitted that he is powerless, helpless and unable to fight graft. The best he can do is rant and rave at his ‘commanders’ instead of cracking the whip! The Duo’s lethargic and half hearted attempts to reign in the scourge has caused it to spiral into bigger scandals in terms of scale and money involved.

Corruption bigwigs have become more emboldened by the executive’s inertia. They have become bystanders as the country continues to bleed and go on its knees. They cannot rout out corruption in their own offices!

It is instructive to note that the two offices are among the most corrupt in the country. Why can’t our President take a cue from Magufuli, Kagame and Buhari? Why can’t he take the bull by the horns? Now that the Tanzanian President is in the country he should take him aside, swallow his pride and ask for tips on how to fight this monster!

The sh.5 billion Afya House heist is similar to the sh.791 NYS haul in that IFMIS was misused to inflate figures and create fictitious ones.

At a time when Doctors are downing their tools protesting against poor pay, patients dying for lack of equipment including diagnosis machines, cancer detection kits, and unaffordable treatment, such mind boggling sums of money would have gone a long way in alleviating the suffering of medical practitioners and patients.

The worst part is that the beneficiaries are close relatives of the President. He won’t talk. He has left it to the cabinet secretary and the Deputy President to come to his kins’ defence. And they are doing a very poor job.

Ruto’s assertion that the President’s sister and cousin are women and therefore qualify for government tenders flies in the face of the poor and disadvantaged groups. Did they get the tenders competitively? He was at pains to try and convince Kenyans that The President’s relatives fall among the disadvantaged groups! Seriously! He ended up with the usual tirades of blaming the opposition, yet the whistle blower was the Internal Auditor. Raila, like the astute politician he is, took up the issue and did not disappoint.

Ruto went as far as comparing the performance of the government and opposition, yet the latter neither collects taxes nor manages them! The work of the opposition is to keep the government in check and ensure that it fulfils the promises it made to Kenyans.

Cleopa Maillu, the cabinet secretary is unapologetic, blaming the Auditor for releasing an interim audit report. He is hard pressed to convince us no money was lost yet wants to bring in external Auditors who will have received a brief from him on how to conduct the audit.

Peter Kenneth: Candidate of death in collapsed bid? (Part 2)

So much of what will happen will happen.

It has emerged that as the dalliance gravitating towards courting Peter Kenneth as a possible Kikuyu Candidate after the exit of President Uhuru Kenyatta in 2022, social and political commentators from Mount Kenya region have termed it a tall order.

In 2013, Peter Kenneth performed dismally at the 2013 General Elections. He was whitewashed by CORD leader Raila Odinga in his home ground Gatanga, where he is praised by financial development experts as the best CDF manager. Raila garnered more votes than the former two-term MP.

A section of Kenyans reacted with anger after the former presidential candidate made known his 2017 general election plans. Many had viewed Kenneth as an independent minded politician who was fit to shake the status quo.

It’s not a beauty contest but a political race

Pundits say he is a darling in the beauty contest run-way but can make little significance in Kenya’s political landscape majorly controlled by tribal alliances. Jubilee Party has perfected the re-grouping by the merger of brief case parties into a major force to avoid a run-off in the 2017 Elections.

Calls by Nairobi Members of County Assembly (MCAs) for Peter Kenneth to fold up his Kenya National Congress (KNC) Party is seen as a wider Scheme to ensure that he is galvanized and stopped from fielding any candidate in the next polls.

This will give Deputy President William Ruto a chance to inherit a voting bloc of Former Central Province and Rift-valley popular with Kikuyu and Kalenjin voters.

A creation of Sally Kosgey with corruption backlog to clear

Explanations point towards his mixed-race and as a creation by former president Moi’s henchmen. This is owing to a popular social discourse of alleged romantic episodes with the then Head of Civil Service Dr. Sally Kosgei and MP Aldai constituency.

PK’s past life to haunt’s him

To begin with, his conduct at Kenya-Re remains questionable. Workers were retrenched without due process and left with no explanations as he led the selling of Kenya Reinsurance Corporation in 2002. Were it not for a court process, He almost managed to sell it to Monarch Insurance and Zimbabwe Reinsurance Corporation. Opposition MPs protested the move that saved the country’s resources.

And at Kenya Football Federation (KFF), as the Chairman, PK performed in a manner best described by lovers of the game, as ‘dismal performance.’ Soccer in the country remained a burdened sport. No Team qualified for a major tournament or won any championships in his tenure.

PK has a hard task to pull Youthful card since he has been dealing with the old-guard whom he sought business favors. However, going by the recent elections where candidates spend millions of Shillings to clinch positions but lose, the bourgeois KNC party leader is set for a rude shock. Financial muscle is not a determinant factor to sway the ballot his way. As assistant Minister of Finance, and also of Cooperatives, Kenneth only worked with old men whom he elevated into prime positions in parastatal he wielded influence in.

Open Sources reveal that Peter Kenneth was also a beneficiary of the IC3 Security tender that was single-sourced to Safaricom ltd. The CCTV tender worth billions of Shillings of installing and maintenance was valued at about Sh 50 Billion. Peter Kenneth was said to be the intermediary between the Chinese firm supplying the counterfeit camera’s that are seen not to be in work.

In an anthology of misplaced political priorities, the former Gatanga MP announced recently to support President Uhuru Kenyatta in 2017, instead run for Governor in an undecided County. His candidature in Nairobi then Presidential bid for Kenya will live Jubilee Party divided and throw the country’s two communities unity into disarray. It is no longer a secret Uasin Gishu Governor Mandago has a declared Kikuyu Support for DP William Ruto is conditional.

Kalenjins expect the Kikuyu to support William Ruto to the last man. For this to happen, Peter Kenneth must completely be out of the equation.

Mount Kenya political machinations seek to have Peter Kenneth as an alternative candidate. PK finished fourth after Uhuru, Raila Odinga and Musalia Mudavadi in the 2013 presidential race.

His efforts to endear himself to the Kikuyu nation seem complicate Jubilee party efforts to consolidate the Kalenjin vote. Kikuyus in the Diaspora_ the ones in Rift-valley feel fearful after the botched ICC cases. Kenya is making efforts to withdraw from ICC under the watch of President Uhuru Kenyatta and his Deputy William Ruto, who were key suspects. ICC dismissed the case where he was accused of post-election violence that left over 1300 people dead.

The fresh effort to re-start the ICC cases by Prosecutor Fatou Bensouda makes the DP Ruto, a Uhuru Kenyatta Candidate.

It is clear that Peter Kenneth’s’ Candidature is a farfetched political anthology and machination tailored in a veiled selfish style approach by a tenderpreneur politician.

SEEN AS A TRAITOR – CRITICIZED PRESIDENT WHEN HE NEEDED HIM THE MOST

By Peter Kenneth

The NYS scandal is an eye-opening experience. We are watching a house of cards crumble right in front of our eyes but there is more to the NYS Scandal than just drama. We are being schooled.

We are being taught that we need to make better choices. This is what happens when we choose leaders based ethnicity-they take our country to the cleaners and think they can get away with it.

We are being taught that when power is accountable to the tribe it is the treasury that suffers the most. And when the treasury suffers poverty thrives.

We are seeing how various leaders betray us; we are being shown how little respect our leaders have for our taxes and for us-we must watch and learn.

We are being shown how our leaders convert tribalism into cash-this is what happens when the polls close and the voters go home.

This is possibly just a tip of the iceberg. We probably have no clue about the depth of corruption in government but we certainly know the cost. We see it in our unemployed youth, and in the state of our schools and health facilities.

The scandal is teaching us a lot of things; the question is how long we are going to be in class-the choice is ours.

PRIOR TO UHURU KENYATTA PRESIDENCY

Fought the President, insulted Uhuru more than Kibaki when Uhuru was the opposition leader

Fought Uhuru lieutenants who are now fighting back like former Gatanga MP David Murathe

Led the Central Kenya Crusade to have Uhuru jailed by the ICC, under illusion that he would then become the Central Kenya mouthpiece

When Michuki said whoever needed to talk to Central Kenya after Kibaki must speak to Uhuru Kenyatta, he came out guns blazing castigating both mzee John Michuki and Uhuru Kenyatta and saying Kikuyu is not a monarchy state.

As such, he has failed to earn trust from the Uhuru Camp and to the larger extent Kikuyu nation who believe he is in it for personal gain and to work for the outsiders of Mt. Kenya.

I registered 20 companies for NYS Tenders and LPOs- Waiguru Associate Josephine Kabura TELLS PARLIAMENT

NYS suspect Josephine Kabura told the PAC on Tuesday that she owns 20 companies but had only registered five of them by the time she started working with the NYS.

Kabura appeared before the Public Accounts Committee amid investigations into the Sh791 National Youth Service scandal.

“I registered the rest while at the NYS for tendering,” she said. “I registered so many companies to increase my chances of getting business from the government and many other companies out there.”

But she added that she did not get the contracts she was awarded by the NYS through tenders, but through LPOs.

Kabura said she was the sole proprietor of all the 20 organisations and did all their management work.

“Most of the companies were registered and I did the work alone. I was able to manage all of them.” she said.

The businesswoman listed some of the companies as Form Homes Builders, Reinforced Concrete Technologies, Roof and All Trading and Smart Board.

The companies associated with Kabura are said to have received the money from the NYS.

Kabura and her co-accused, businessman Ben Gethi, allegedly transacted the money through an account operated by Ogolla and Company Advocates. A special audit revealed in June that Kenyans lost more than Sh1.8 billion in the NYS scam.

Kabura was allegedly the biggest beneficiary; a report by Auditor General Edward Ouko unearthed how she received Sh1.299 billion on account of 11 businesses.

Asked how she learned of the National Youth Service, the businesswoman said she had knowledge of the Devolution ministry.

“I learnt of that through a general contact at the procurement department. Normally when you are in business you have to be extravagant in looking for (deals). I gave my papers to different companies,” she said.

“… when I was contacted to supply of materials.. it was a general call (through the) procurement department… no particular person.”

She said that to the NYS she supplied road construction materials and equipment including vectors used in engineering.

Kabura said in an affidavit in February that former Devolution CS Anne Waiguru helped her win contracts at the NYS.

She repeated this today saying: “I know Waiguru. I met her in April 2012 and she introduced me to NYS and that is how I got my jobs.”

But she contradicted herself saying they had had no links or relationship whatsoever. The businesswoman had said in February that she and Waiguru were friends.

Waiguru dismissed her as a “crazy woman” whom she had never met and came to know about only after the scandal broke.

Kabura also told the committee that she is a trained IT expert with a diploma and higher diplomas from the Kenya College of Accountancy. She said she acquired them between 2001 and 2004.

She said she worked with home systems, a subsidiary of Kenya Data network and at the same time was doing business for supply and delivery of IT related product.

FINALLY ODM EXPELS Hon Ababu Namwamba, Budalangi by-election Loading

Ababu Namwamba and Salim Mvurya are among 10 politicians the ODM disciplinary committee has expelled for defecting to Jubilee Party.

Budalang’i MP Ababu quit his ODM secretary general post and later formed Labour Party of Kenya, through which he intends to unite Luhyas.

Mvurya, who is Kwale Governor, decamped to JP alongside Deputy Governor Fatuma Achani and promised to mobilise residents to vote for Jubilee in 2017.

Others who have been expelled are;

Kisii Deputy Governor Joash Maangi
Mathare MP Steven Kariuki
Nominated MP Isaac Mwaura
Kwale woman representative Zainab Chidzuga
Nakuru Town West MP Samuel Arama
Likoni MP Masoud Mwahima
Sirisia MP John Waluke
Viwandani MCA Samwel Nyang’wara

The committee that met at Bomas of Kenya in Nairobi on Monday pardoned Marsabit Governor Ukur Yattani and Igembe Central MP Cyprian Kubai.

Five members will appear before it on Thursday for questioning. They are Mpuru Aburi (Tigania East), Mustafa Idd (Kilifi South), Gideon Mung’aro (Kilifi North), Chachu Ganya (North Horr) and James Rege (Karachuonyo).

The MPs could lose their parliamentary seats if the Registrar of Political Parties ratifies the decision of the party’s disciplinary committee.

They were de-whipped from National Assembly committees last week, with the exception of Chidzuga and Arama who had been removed earlier.

Rege earlier said he had not been given a chance to explain his association to Jubilee Party to the committee.

The MP said he did not deserve expulsion as the disciplinary had not heard his case. He noted he was not interrogated by the committee as he was outside the country when those who defected were summoned.

Rege affirmed that he was in ODM to stay as he had not publicly announced his move to Jubilee.

“There is no reason why I must be kicked out of ODM. As far as I am concerned I’m a life member of the party and I have only been working closely with the Jubilee administration for the sake of development in my constituency,” he told the Star by phone.

“It will be unfair for the party to punish me without listening to my side of the story.”

Kisii MPs Richard Onyonka (Kitutu Chache North) and Simon Ogari (Bomachoge Chache) earlier rejoined ODM weeks after decamping to Jubilee Party.

Onyonka said JP, led by President Uhuru Kenyatta and DP William Ruto, had broken its promises to him.
