Jubilee’s Hon Okenye FORCED to FIRE SHOTS in Air in Nyacheki to ESCAPE wrath of Voters, busted giving BRIBES

An MCA shot twice in the air during Nyacheki by-elections on Wednesday to disperse ODM youths who allegedly attacked him.

Bassi Bogetaorio MCA Wright Okenye resorted to this after the youths accosted him, reportedly on suspicion that he had money to bribe voters.

The incident took place at the Mochengo polling station in Bobasi constituency.

Okenye, who is allied to Jubilee, then fled the scene on foot but was saved by a boda boda operator from the crowd that threatened to lynch him.

The crowd also damaged Bonchari MP Zebedeo Opore’s vehicle and attacked former DC Abaga Sagero, accusing him of buying votes. Sagero was rescued by police.

Kitutu Chache North MP Richard Onyonka was chased from a polling station where he had gone to witness voting. The crowd told him off saying he was not an observer.

Nyamache OCPD Japheth Mwirichia said investigations will be launched to establish the reasons for the chaos.

Mwirichia said the voting was temporarily disrupted as the people were scared but that no one was injured.

“We will summon him (Okenye) to explain,” he said.

The OCPD said calm was later restored and that security will be beefed up at the polling station for the exercise to continue smoothly.

He noted the incident was the first since voting began but said he may be forced to camp at the station to prevent any other cases.

STATEMENT ON NKAINSERY’S DUMBFOUNDED ALLEGATIONS ON MOMBASA COUNTY ALLOCATIONS

STATEMENT ON NKAINSERY’S DUMBFOUNDED ALLEGATIONS ON MOMBASA COUNTY ALLOCATIONS

Ladies and Gentlemen, today is an unfortunate day for Mombasa. We are shocked and dumbfounded at the conduct of the Cabinet secretary for Internal Security. It has come to our knowledge that General Nkaaissery alleges that an allocation of 32Billion was made to Mombasa County by the Jubilee Government over the last three years.

We would like to state that the County Government of Mombasa has only received a total of 13.4Billion shillings since the inception of devolution. Kshs 3.05B in her first year, 4.7Billion in the second and 5.7B in the third. With a wage bill of 4.2Billion, It is therefore only by prudent management and tough spending regulations that survived her early years in devolution.

Instead of securing the lives of the 12 noble Kenyans that died yesterday in Mandera from Al Shabaab attacks, our condolences to their families, he was busy in Mombasa campaigning for his party at the Akamba Handicraft centre in Changamwe, Mombasa. This man does not know his job. The good general does not understand his constitutional obligations as a Cabinet Secretary. Matters of County Fiscal responsibility are the constitutional purview of the Commission on Revenue Allocation, the Senate, the Treasury, the Controller of Budget, the Auditor General, the National Assembly and not the Cabinet Secretary for Internal Security.

As he violates all basic rules of Mathematics, Mr Nkaissery should also know that Mombasa County Government has had few and been cleared of all audit queries. A standard unfulfilled by the ministry he supervises. We would like to remind Mr Nkaissery of the EACC survey early this year that concluded his ministry as the most corrupt in the eyes of Kenyans. We would like him to focus his fiscal efforts on balancing the books in the Ministry of the Interior where Kshs 188Million of Kenyans money disappeared earlier this year and leave Mombasa alone.

Mr Nkaissery sets a bad example for the children of Mombasa. His false claims claims in broad daylight disregard all fact and any accuracy. This is a complete fabrication and a shocking lack of knowledge and personal interest in public affairs for a man occupying such a sensitive post in public affairs. By his statement, either the general is complicit in our underallocation or is privy to a crime that has hidden 16Billion from Mombasa County over those three years. Since he is used to disappearing money, he should let us know where our 16Billion he alleges we have been given has disappeared to.

We would also like to let jubilee know that they can change neither the evidence nor the trajectory of history. The evidence shall bear us witness. It is there for all to see. We know where we are and where we are going. This is evidence of his party’s deliberate attempt to strangle devolution through underallocation. We would like to tell Kenyans that the Jubilee people were never for devolution and they never shall be.

We would like to tell Mr Nkaissery that we are still here alive and kicking. He is a testament to Kenya’s past and the problems of devolution. He has become a direct cause of them. Mombasa County shall be here long after his brief stint as Cabinet Secretary that is about to expire in a few months.

We would like to state here and now that Mombasa is in full support of all efforts to increase allocations to the counties. These include not only the efforts by the CRA, Pesa Mashinani, OKOA Kenya and constitutional amendments, but the complete removal of this anti-devolution Jubilee Government from any position of power by the ballot.

We have been starved of development expenditure. They withheld Kshs 700Million in conditional health grants in the first year. They withhold access of the county government to its funds illegally. They underinvest in Mombasa. They are sabotaging the city by creating a Dry Port in Naivasha. They block Mombasa County projects. However through the leadership of his excellency the Governor, we have survived this Jubilee administration. We have seen him build tens of kilometres of feeder roads. We have seen new hospitals and the equipping of old ones. We have seen bursaries given to tens of thousands of people. We have seen milk provided to children in school. The people of Mombasa are grateful to the Governor and we urge him to keep telling the truth to power. He should not relent at his fight for devolution.

For the residents of Mombasa and Citizens of Kenya, for devolution to succeed you have to bring the party that brought devolution to you into office. Long live devolution, long live Governor Joho.

Finance Chairman,
Mohamed Hatimy

EXPOSED: HOW Sh 5BILLION Was STOLEN in the Ministry of Health Via IFMIS by Top Jubilee Operatives

Top Ministry of Health officials have stolen more than Sh5 billion in an NYS-style mega corruption scandal involving diversion of funds, double payment for goods, and manipulation of the Integrated Financial Management System (IFMIS).

A leaked internal audit report says the theft, which is five times the infamous Sh791 million National Youth Service scandal, also involved payments of millions of shillings to phony suppliers in the financial year (2015/2016).

The auditors say the amounts lost could be higher because they have yet to complete work on the ministry’s transactions for the year.

“The small sample covered is an indicator that there could be a wider scheme wherein the ministry incurred huge losses to the detriment of service delivery to the public,” the audit report addressed to Health secretary Cleopa Mailu says.

Top on the list of fraudulent transactions identified in the audit report was the diversion of Sh889 million meant to be disbursed to county governments to support the free maternity care programme and its use in the purchase of phantom mobile medical clinics for urban slums.

A large chunk of the money (Sh800 million) was paid to Estama Investment Limited, a company whose owners are not revealed in official records at the Registrar of Companies, to supply 100 portable medical clinics that have yet to be delivered four months after the financial year ended.

Estama was paid the money in three instalments, including Sh400 million on June 27, a transaction for which the payment voucher could not be found during the audit. Even more questionable is the fact that Estama raised a separate purchase order for Sh200 million on June 30 and got paid the same day.

Could not explain

Izaq Odongo, the head of curative and rehabilitative services at the ministry and on whose behalf payments for the clinics were signed, said the equipment arrived at the port of Mombasa but has not been distributed a year since being shipped in.

He could not explain the delay or even why the ministry made the full payment before the equipment was delivered.

The Principal Secretary in the Ministry of Health, Nicholas Muraguri, did not deny the existence of the audit report, but dismissed the author as “incapable of understanding how government works,” even as he threatened her with espionage and snooping on her private communication.

“I mean, you don’t know government. We can get what you write even before you publish it, including getting print-shots and screenshots of the story. Someone can be reading your messages while sitting here. If there is a need to hack Nation’s system we can. We can even confirm how much money is in your account now,” the PS said when asked to respond to the audit queries.

The audit also found that Estama was paid despite not meeting the Kenya Revenue Authority’s requirements on the use of electronic tax register (ETR) receipts, tax compliance and PIN number.

“This raises a red flag on whether the firm met the legal requirements to be considered for a government contract,” the audit report says.

ODM STATEMENT on VIOLENCE at Turkana Kalokol By Elections

UNACCEPTABLE VIOLENCE AT TURKANA KALOKOL WARD BY ELECTIONS

Kenyans have received the shocking news of last night’s incidents where goons stormed the ODM command centre and fired several gunshots in the air before heading to the home of Josephat Ekeno, the party’s candidate and shot two of his children causing them serious injuries. These are not only acts of intolerance but also a threat to the lives of citizens.

That this happened under the Jubilee regime that constantly reassures Kenyans of their security yet such intimidation and use of force continues unabated.

One child, an eight year old daughter of the ODM candidate is currently undergoing a delicate operation at the Moi Teaching and Referral Hospital in Eldoret where a bullet is lodged a few centimetres to the heart.

The party has also noted that there are reported cases of voter bribery and buying being perpetuated by Jubilee legislators .The party has taken note of this and demands appropriate action.

IDPs Camping Outside Parliament are Testimony that Raila was RIGHT, Uhuru Must Implement TJRC Report

By Silas N
This afternoon, I passed by parliament. I saw about 50 men and women and their children, with blankets and mats, and it seems they have been camping there for sometime. Apparently, they were the IDPs, who had gone to Uganda, who now want some form of compensation. Earlier on, I heard on the radio that they wanted to march to State House, but they were stopped. So back to parliament, outside, they camped.

I hope, they will be compensated. Being a refugee, when your country is fully functional, even worse, in Kenya, your ‘peoples’ are in power can be grueling.

These people are a stark reminder of the unfinished business from 2007. The president, his deputy and those high up the ladder may have gotten off the hook, but the underlying issues are still unaddressed.

Until, we confront the past, we implement the TJRC report, the Ndung’u land report and other historical horrors and nightmares addressed, the carpet will soon become too thin to sweep all the dirt and it will start stinking.
When I used to drink with Shakespeare, he would often pause and tell me, “Silas, the TRUTH will Out” (sic)

The Truth always finds its way out, no matter how much the middle-class and the elite may want to bank on our collective amnesia. PR will not address this. An honest engagement with our past, some of the people who made their wealth, agreeing to lose it, fairly, and such will be a better way.

Because the alternative is ugly.
