It now emerges that the so called BAT bribery saga may be touching on top statehouse officials who were involved in Jubilee presidential campaigns.
Hon Martha Karua’s calls for Serious Fraud unit to investigate all presidential campaigns has caused panic among top Uhuruto handlers who may have been bribed (received campaign funding of more than 20 million). The NARC Kenya leader confirmed she received only 2million, saying since she was under-dog in the 2012/13 campaigns its highly likely that TNA and URP may have received super packs (more than 50million) from BAT considering the respective party leaders held influence in the Kibaki regime.
Here is Karua’s statement>
Nairobi – Monday 21st December 2015
As a leader I believe I have an obligation and duty to respond to and provide clarity to the public on questions raised by the reports on The Independent. I wish to respond to the allegations on Mr. Paul Hopkins’ contributions to my campaign on behalf of the BAT.
Our campaign received numerous individual donations, the vast majority from ordinary Kenyans. We also received some sizable donations from individual contributors. As I indicated to The Independent before their publication, Mr. Paul Hopkins gave a donation of KShs. 2 million to my campaign. As we did with all donors whenever it was possible, I met and thanked him personally.
The story appearing on The Independent is the first I have heard of a total contribution of KShs. 7.5 million or anything else. Our campaign was anchored on a strong anti-corruption agenda. Subsequently, we had a clean money policy.
As already mentioned, I understood the KShs. 2 million to be a personal, not a corporate donation. I have never in my tenure as public servant offered or even entertained discussions about influencing any government contracts and or procurement.
Let it be known that at no time in my public career have I had responsibility over the KRA. I did not and do not have any access to information on KRA’s contracts, software or otherwise. The story in The Independent is the first I heard of the KRA documents and contracts and BAT interest in software procurement.
I have never, and would never discuss or provide any information regarding KRA or any government contracts to Paul Hopkins or anyone else.
Beyond the issues surrounding the ‘missing’ KShs. 5.5 million and anything else allegedly donated by Mr. Hopkins to our campaign, we need to know, the story in The Independent raises valid questions that should interest us all as Kenyans and anti-corruption champions:
1. It is evident that BAT was an active campaign contributor. What is the full extent of the reach and depth of BAT’s illegal conduct during the 2013 general elections? To which other parties or persons did BAT donate?
2. What software did the KRA eventually procure, from which provider and was the process above board and consistent with the public procurement laws of Kenya?
3. In view of clear evidence of illegal activity in Kenya by BAT, are Kenyan regulators and authorities investigating BAT activities in Kenya?
In the absence of concurrent investigations by Kenyan authorities on this matter, we request the Serious Fraud Office to disclose the campaign contributions to all Kenyan politicians and Presidential campaigns by BAT in the run-up to the last elections.
We welcome swift and thorough investigations by both the Serious Fraud Office and Kenyan authorities into BAT’s illegal activities in Kenya. We will cooperate fully with all investigations on this matter both locally and abroad.
Conclusion
Finally, as conscious Kenyans aware of the burden of corruption and our role in fighting it, we must reject an emerging narrative by the Jubilee administration that we are all corrupt. The silent majority of Kenyans are not corrupt.
My commitment to fight corruption transcends short term political correctness. I also know that I am not alone in this commitment to fight corruption and erode the power of impunity.
I was anti-corruption crusaders before it was cool.
May God bless Kenya
