Michael Mubea: The man State House has HIRED to tame Joho, Rutto and other rebel governors

Ethics and Anti Corruption Commission (EACC) Deputy CEO Michael Mubea has been directed by State House mandarins to frustrate a number of governors seen as a threat to the Jubilee regime 2017 equation, top among whom is Mombasa Governor Ali Hassan Joho.

Mubea, who himself is implicated in a sh. 5.8 billion Anglo-leasing scandal where he allegedly colluded with former Swiss Ambassador Jacques Pitteloud to con Deepak Kamani, the prime suspect of the scam the above sum and save him from prosecution.

If this case is distant then you only have to turn to the bungling of the sh1.6 billion NYS scandal where Mubea and his hirelings at the EACC and Office of the President, including State House, have pulled all stops to ensure former devolution CS Anne Waiguru is not only prosecuted for the massive plunder she presided at NYS but also sanitised and readied for Kirinyaga County gubernatorial seat.

Kenya Today has been impeccably informed that Mubea is planning a series of damaging and highly publicized corruption charges against at least 10 governors who are in the bad books of State House and Jubilee top wankers.

Among these governors are Jubilee allied governors who are deemed out of the 2017 succession; Jubilee rebel governors who have announced their new parties as well as vocal opposition governors.

Names listed as under Mubea’s radar are Murang’a Governor Mwangi wa Iria, whose fall is being pushed by Kigumo MP Jamleck Kamau seen as the next series presidential material in case Mt. Kenya endorses Ruto for 2022. Kamau is a close confidant of President Uhuru and was among the most vocal in ‘destroying’ the credibility of former Prime Minister Raila Odinga during PM’s Question Time in parliament.

Kamau is aligning himself with Ruto and is among the most outspoken supporters of Mt. Kenya keeping its bargain with Rift Valley.

To achieve this, Mwangi wa Iria, the current Murang’a governor, despite his sterling record at service delivery including making Murang’a the ‘milk capital’ of Kenya has faced the most relentless purge from EACC.

Isaac Rutto

Cutting Isaac Rutto down to size is meant to consolidate the South Rift and ensure a smooth sail for the Jubilee candidate. Governor Rutto, the first Council of Governors Chair gave Jubilee problems with his insistence on strengthening devolution.

Much of the success of the devolved system, when history is written, will be credited Isaac Rutto’s as the visionary who kept JAP reactionaries at bay and took the very war to salvage devolution to Uhuru’s doorstep in a manner no other governor has done.

Governor Rutto championed for increased funding of the devolved units and relinquishing of assets to the counties. The national government still holds billions in assets that should be controlled by counties especially in the areas of health, water, sewerage, roads, and education.

So strained was his relationship with the Jubilee regime that at a meeting of Jubilee coalition governors he was informed in no uncertain terms that he will not get the URP ticket for the next polls. URP Leader and ‘’de facto’’ Kalenjin kingpin Deputy President William Rutto already started grooming former Konoin MP Julius Kones and Deputy Speaker and Sotik MP Joyce Laboso.

As a result of these frustrations, Isaac Rutto has formed Chama Cha Mashinani which is increasingly gaining inroads in other parts of the country. Already, Isiolo Deputy Speaker Mohammed Guleid has revealed he will seek to oust current governor on CCM ticket. A number of gubernatorial aspirants in Luo Nyanza are also said to be attracted by the party.

Hassan Joho

Perhaps, the most frustrated governor in Kenya by the Jubilee regime has been the Mombasa Governor Ali Hassan Joho.

Joho’s run ins with the Jubilee regime started soon after he was elected with an election petition that dragged up to the supreme court. As this was going on; pro-jubilee “activists” Silas Otuke and Janet Mbete also sued the governor claiming his academic papers were forged. Both cases were thrown out by the courts.

Early this year, the government yet again picked another war with Joho now involving his firearm which the government claimed he was “unfit” to have. The highly publicized case ended abruptly in the public sphere as the government was left with a rotten egg in their faces when the courts found out the regime was acting arbitrarily and unconstitutionally in attempting to withdraw Joho’s firearm.

Hidden from these public confrontations was the resource allocation battle where Mombasa County has always been the last to get county funds from the national exchequer. This culminated in workers striking in 2013.

However, despite all these, the Mombasa Governor Star has risen with massive support from both his constituents in Mombasa and a loyal ODM base that’s given him a national platform with cult-like admiration.

Seen as the heir-apparent to the ODM political machine, Joho and Kakamega Governor Wycliffe Oparanya joint ticket for 2022 has alarmed Jubilee which had all along kept its 2022 transition politics the talk of town.

An NIS report allegedly informed the government that the Mombasa Governor is likely to win in an election pitting him with any Jubilee combination where he runs against DP Ruto in 2022.

The report suggested the Jubilee (government) to convince at least three critical coastal counties to have its leadership aligned to Jubilee fully or partially ahead of 2017 and 2022 elections, but particularly 2022.

This is how Jubilee bought Kwale Governor Salim Mvurya. The regime also intends to heighten its onslaught in Kilifi, Lamu and Tana River.

However, to tame Joho, Mubea has been conscripted to cook up trumped charges and arraign him in court ‘alongside five other governors’ in well choreographed ploy which will not see the government suffer backlash like in other instances it has attempted to clip Joho.

The governors lined up include Machakos Alfred Mutua who has a genuine case of corruption at EACC, Homa Bay Governor Cyprian Awiti, Murang’a Governor wa Iria and Marsabit Governor Ukur Yattani whose charges had been dropped but has now been reinstated after he rejoined ODM and denied decamping to Jubilee.
