Anxiety grips city hall as Kidero cracks whip
Palpable tension has gripped City Hall after it became apparent that a major purge was underway ordered by Governor Evans Kidero. Among the possible victims are embattled and powerful Chief of Staff George Wainaina.
Even since his appointment, Wainaina has been directly implicated in a series of highly embarrassing blunders that has seen him become make perennial court appearances which have only helped alienate the governor from the voters of Nairobi and also lose the goodwill that saw him elected to office on first attempt. Wainaina is suspected to have influenced Kidero to support highly scandalous NYS projects in Nairobi against the advise of CORD leader Raila Odinga.
When Dr. Evans Kidero was elected and sworn-in as Governor of Nairobi in 2013, eyebrows were raised and the ODM nation watched in shock when he named his cabinet with included known Jubilee apologists. Loud groans could be heard from as far as Asumbi in Homa Bay County when a well-known wheeler dealer George Wainaina (GEWA) was named as Kidero’s Chief of Staff. Wainaina had zero political experience which is a key qualification for the position of Chief of Staff in developed democracies.
In almost all conventional public administration structures, there is always the position created for an experienced Chief of Staff who, for all intents and purposes, plays a wide range of key roles in the office of the governor. A chief of staff is effectively the Chief Operating Officer, an Office Manager, the Chief Strategist, a policy advisor, the Crisis Coordinator – all rolled into one! It is perhaps the most critical position in the office of the Governor. When the Chief of Staff is ineffective and incompetent; the service delivery of governor inevitably nose dives.
What makes the current CoS position George Wainaina untenable is that he was last week apprehended by EACC sleuths and his secretary, one Roselyn Oluoch, simultaneously detained afterwhich both charged in court for a very amateurish bribery attempt on Nairobi Senator Mike Sonko. The two are out on court bond and a furious Kidero is now said to shopping for a replacement.
The good news is Governor Kidero has returned from the Christmas break and embarked on a wide ranging reshuffle of his government. Many people in City Hall are saying a silent prayer that this is the time to get rid of Wainaina who is considered by many to be a political dead weight who just burdens Dr. Kidero’s re-election plans.
Already, Governor Kidero has appointed Dr. Robert Ayisi as County Secretary, replacing the colourless and cartel friendly Lilian Ndegwa. Prior to his appointment, Ayisi served as Health Chief officer and is credited for improvement of health services in the county.
For Chief of Staff, observers say that George Ndonji, who is a former executive of the Lake Victoria South Water Services Board and seasoned technocrat has emerged as an early front runner. Others in the race are KANU’s Nyanza representative and one time football official Tom Alila, and a perennial loser in the Gem parliamentary seat Elisha Odhiambo who has been seen hanging aroung city hall corridors for the better part of 2015. Among these, only Ndonji is seen as having the capacity and experience to serve in the key position of CoS.
