BREAKING: President Uhuru planning election violence – ODM

STATEMENT BY ODM, JANUARY 7, 2015.
UHURU AND RUTO PLANNING ANOTHER ELECTION VIOLENCE AND RIGGING:

Those who have read this report titled the SITUATION IN THE REPUBLIC OF KENYA IN THE CASE OF THE PROSECUTOR VS UHURU MUIGAI KENYATTA, a public document released by the Office of the Prosecutor of the International Criminal Court in January 2015, should be very worried about the direction the country is taking, and the train of events that began in the Coast last weekend.

The document is a Public Redacted Version of “Second updated Prosecution pre-trial brief” on the case against President Uhuru Kenyatta in regard to the post-election violence of 2007-2008.
This report should be read in the contexts of disclosures by Deputy President William Ruto that Jubilee will use State resources and do whatever it takes to win 2017 elections.

It must also be read against the remarks by Jubilee activist Suleiman Shahbal that Jubilee Party will win the 2017 general election by force even if by buying or stealing votes. Ruto who was at the event never condemned the remarks. President Uhuru Kenyatta who is at the Coast has not condemned those remarks.

That is why we urge all Kenyans to take time and study the findings of ICC on President Uhuru Kenyatta with regard to post-election violence of 2007-2008.
We stand with the CORD position that President Uhuru Kenyatta is planning to steal the next elections using money and violence. A pattern similar to that seen in the ICC report ahead of 2007 elections has begun to emerge in the run up to 2017.

1. Potential principal actors are beginning to emerge.

2. Finances to buy the vote and fund violence are being mobilized through corruption.

3. The Eurobond billions and NYS millions that Jubilee cannot account for have gone into the election theft, rigging and violence kitty.

4. Potential point men for this violence are emerging. Suleiman Shahbal has emerged in the Coast.

5. The incumbents, President Uhuru and Deputy William Ruto are sending signals that they will not surrender because they have the money and the State power to enable them hang on by hook or crook.

6. A common plan is clearly being hatched.

7. The security forces especially the Police and the Judiciary are being roped in through illegal amendments to the Constitution that have now given the president powers to hire and fire the Inspector General of Police, the Chief Justice and the Deputy Chief Justice.

8. The National Youth Service is being modeled into a militia complete with military uniform to facilitate election and violence should need arise, on behalf of Jubilee.

9. On top of all these maneuvers, the IEBC is getting more opaque and its traditional lamentations of low funding getting louder again. A pattern is clearly emerging.

OUR DEMANDS:

1. We challenge President Uhuru Kenyatta to come out and assure Kenyans that the position taken by his Deputy William Ruto during a visit to Western Kenya last week that Jubilee has mobilized resources to buy the vote in 2017 and to use State machinery to retain power at all costs is not that of his government. We want Uhuru to censure Ruto for the reckless remarks.

2. We challenge President Uhuru Kenyatta to publicly tell Kenyans that the remarks of Suleiman Shahbal, that Jubilee will steal or use violence to win 2017 elections does not have his (the President’s) support.

3. We want Uhuru to publicly censure his Deputy and Mr. Shahbal for the reckless remarks. Otherwise we will have no option but to conclude these leaders represent the President’s position and that of his government and we, in Opposition, should prepare accordingly.

4. We want the IEBC to immediately come clean on the number of registration centers for the February-march voter registration exercise and how those centres have been selected and the distribution.

5. IEBC must come out immediately and tell Kenyans the mode of registration; whether it shall be manual or biometric keeping in mind that by law, elections are supposed to be conducted through electronic means.

6. The IEBC must come clean on how the registration kits will be distributed across the country. We demand this, well aware that in 2013, the IEBC presided over an overwhelmingly skewed distribution of voter registration kits. While Central Kenya had at least one registration kit per polling station, other parts of the country had one kit shared by four to five polling stations.

7. If the registration exercise will be electronic, and it has to be, we need the IEBC to state the condition of the kits. We cannot rely on the same failed kits of 2013 or another set that has been designed to fail.

8. We want the IEBC to explain to Kenyans the logic behind deployment of its officers to regions of their birth. We sense a nasty plan to aid the registration of under-age voters particularly in parts of the country where virtually every eligible voter was registered in 2013 and now has no new voter to add.

9. We call on IEBC to commit itself to conduct free, fair, transparent and open registration and later elections. That process must be seen to have begun with the upcoming registration. We expect nothing less. We shall accept nothing less.

10. We call on the Executive, that is, President Uhuru Kenyatta and his Deputy to commit to the creation of an environment that will allow free, fair, peaceful and credible elections. We shall accept nothing less. In the meantime, we call for vigilance on the part of the people of Kenya. Let each of us read the ICC findings on the events that led to the 2007-2008 chaos and let us all demand an immediate end to the stage being set by Jubilee leaders
